Port Blair, Oct 24: The Solid Waste (Handling & Management) Bye-Laws, 2017 provide that no person shall dump, deposit, discharge, spill or release waste, and no person shall place or cause to be placed rubbish or offensive matter on a public street. No person shall, while driving a vehicle, or while being conveyed in a vehicle, throw or deposit waste on any public road or on any private premises within the municipal area and no driver of a vehicle shall allow or permit any passenger in such vehicle to throw or deposit such waste in a like manner. There are many other provisions with regard to maintaining cleanliness and hygiene in the city.
As per the Bye-Laws, in case of any contravention of these Byelaws, fine ranging from Rs. 500/- to Rs. 10,000/- as provided in the Schedule -1 of the Bye Laws shall be imposed for each occasion of offence. In case repetition of the offence, the fine amount will be doubled.
The PBMC officers like All Sanitary Inspectors/Sr. Sanitary Inspectors and the Sanitary Officer, All Junior Engineers/Assistant Engineers/Executive Engineers and the Superintending Engineer and All Building Inspectors and the Building Officer designations have been authorized to impose &collect fines from any person (s)found violating the by-laws.
In past few months, a considerable number of persons have been fined for littering at public places. A special drive is being launched from 1st November 2017 to impose fine on those persons who litter on public places or fail to keep their primes neat & clean.
In view of the excellent civic sense and co-operation of general public in maintaining the city clean and green, it is expected that there will be rare need to impose fines even during the special drive.
