Port Blair, Apr 12: The Solid Waste (Handling & Management) Bye-Laws, 2017 have been notified in the Andaman and Nicobar Gazette on 16th February 2017 and have come into force.
The salient features of these Bye-Laws are Disposal by burning of any type of solid waste is strictly prohibited; It is the responsibility of the Builders to provide Toilets at construction sites, to prevent open defecation; Door to Door monthly user charges can be levied upon residential house-holds, street vendors and bulk generators of waste; No person shall dump, deposit, discharge, spill or release waste, and no person shall place or cause to be placed rubbish or offensive matter on a public street at the time other than the time specified and shall not accumulate on premises for more than twenty four hours except in the receptacle provided or specified and not to dispose outside the containers. No person shall, while driving a vehicle, or while being conveyed in a vehicle, throw or deposit waste on any public road or on any private premises within the municipal area and no driver of a vehicle shall allow or permit any passenger in such vehicle to throw or deposit such waste in a like manner; Waste shall be kept unmixed / segregated and stored separately; Organizers of a public event/gathering shall clean the hired hall/ground within 24 hours from the event and all bulk bio-degradable Solid Waste generators shall make a provision of composting.
In case of any contravention of these Byelaws, fine ranging from Rs. 500/- to Rs. 10,000/- as provided in the Schedule -1 of the Bye Laws shall be imposed for each occasion of offence. In case repeat of the offence, the fine amount will be doubled.
All the Citizens have been requested by PBMC to be partner with the PBMC in its sincere efforts to maintain the city clean. Port Blair is your city and you have every right to live in hygienic and clean environment. The PBMC will shortly start a drive against violations of these bye-laws and it is expected that there will be rare need to impose heavy fines because of the excellent civic sense and co-operation of general public for maintaining the city clean and green.
