
Sri Vijaya Puram, Apr 29: On 28 April 2026, Mr. Manojit Halder, Pradhan of Gram Panchayat Harinagar, met Dr. Chandra Bhusan Kumar IAS the Chief Secretary of Andaman and Nicobar Islands to submit a formal representation on several urgent issues affecting the residents of Harinagar. The discussion centered on administrative staffing, healthcare accessibility, support for local livelihoods, and pending infrastructure development. During the meeting, the Pradhan raised serious concerns regarding the proposed transfer of the current Panchayat Secretary as reflected in the draft transfer list. He emphasized that GP Harinagar is already functioning without a regular Village Level Worker (VLW) which was not posted since last three years and a Multi-Tasking Staff (MTS), who was transferred due to his genuine medical ground last year, creating significant administrative challenges. In such circumstances, transferring the existing Secretary without posting a regular full-time replacement would severely hamper the functioning of the Panchayat. He strongly requested that the Secretary’s transfer be withheld until an adequate substitute is appointed.
Addressing healthcare needs, Mr. Manojit Halder highlighted the urgent requirement for two dialysis machines to be installed within the local area at PHC Billiground. At present, kidney patients must travel nearly 28 to 33 kilometers to the District Hospital or CHC Rangat for routine dialysis treatment. Establishing these facilities locally would greatly reduce both the physical hardship and financial burden on patients and their families.
In support of strengthening the local aquaculture sector, the Pradhan requested the procurement of fish seeds from the mainland instead of relying solely on local production. He pointed out that mainland fish seeds demonstrate faster growth rates, leading to improved yields and increased profitability for fish farmers in the region. The Pradhan also brought attention to long-pending sanitation and infrastructure projects, particularly the construction of a bathroom-cum-toilet block at Billyground and three additional toilet blocks under GP Harinagar through NHIDCL. He urged for timely execution of these projects, which are essential for improving public hygiene and convenience in the area.
As per a press communication, the Chief Secretary gave a patient hearing to all the concerns raised and reportedly assured Mr. Manojit Halder that the issues would be examined seriously and addressed promptly in the interest of public welfare and the continued development of Gram Panchayat Harinagar.
