Sri Vijaya Puram, Dec 24: A representation has been submitted to the Lieutenant Governor of Andaman and Nicobar Islands, the Chief Secretary of the Andaman and Nicobar Administration, and the Member of Parliament for A & N Islands, Mr. Bishnu Pada Ray, seeking a Central Bureau of Investigation (CBI) probe into the alleged policy violations and inhuman working conditions that reportedly led to the death of Mr. Rakesh Singh, an IT Analyst with the Department of Information Technology.
The representation, submitted by Mr. Rakeshwar Lall, State President of Hindu Rashtra Shakti, expressed deep grief over the untimely demise of Mr. Singh and alleged that administrative apathy, discrimination, and sustained mental harassment contributed to his deteriorating health and eventual death. It stated that despite being transferred to Sri Vijaya Puram, Mr. Singh was not relieved of his posting without any recorded reason, rendering the transfer order ineffective. His service-related representations were allegedly kept pending for an extended period, causing severe mental stress and depression.
According to the representation, Mr. Singh was continuously posted in North and Middle Andaman for over four years, in violation of the Administration’s transfer policy. It further alleged favoritism in postings, pointing out that several IT staff members have remained in the same department for over two decades while selectively being excluded from transfer lists.
Serious concerns were also raised over unequal workload distribution, with selected IT staff allegedly being assigned repeated control room duties without basic facilities such as food and drinking water. It was claimed that during the recent visit of the Union Home Minister, IT staff were compelled to work round the clock under inhuman conditions.
The representation also highlighted the absence of a Directorate of Information Technology, alleged violations of RTI norms, disregard of earlier administrative directions, and lack of vigilance scrutiny of departmental records.
Mr. Singh’s health reportedly worsened on December 21, following which he was airlifted to Sri Vijaya Puram. He passed away on December 24, leaving behind his wife and a minor daughter. The petitioner has demanded a CBI-level inquiry, fixation of responsibility, and immediate settlement of all service and financial dues to the bereaved family.
