Port Blair, Dec 16: Abiding by its resolve to weed out corruption from these Islands, the Anti-Corruption Unit during the course of investigation arrested Dr. Julian, the then Medical Officer Incharge of PHC Long Island on 16/12/2019 for misappropriating an amount of Rs. 2,88,550/- from the Bank account being operated in the name of Rogi Kalyan Samiti, Long Island.
On receipt of report from A&N Administration regarding irregularities in funds of Rogi Kalyan Samiti of PHC Long Island by the then Medical Officer (i/c) a Preliminary Enquiry was conducted by the Anti-Corruption Unit. During preliminary enquiry by the Anti-Corruption Unit it was found that the funds released under the Rogi Kalyan Samiti of PHC Long Island were withdrawn by Dr. Julian in his own signature rather than presenting the matter before the Governing Body of the Samiti. However the funds were withdrawn from the bank in single signature of Member Secretary (Dr. Julian, the then Medical Officer, I/c of PHC Long Island) deliberately. I
It had transpired that he misappropriated the funds allotted to Rogi Kayan Samiti from Bank account through cheque book duly signed by him bearing his seal on 16 different occasions between February 2017 and September 2017 and cheated the Administration for his personal benefits and no purchasing of articles was done in the year 2017-18.
The whole matter came to light when the funds were checked after opening the quotation for purchase of Desktop & printer under Rogi Kayan Samiti and it was found that there was only Rs. 10,000/- left in the account whereas no fund was withdrawn during the period for purchase of any items for PHC Long Island.
Based upon the enquiry by the Anti-Corruption Unit, FIR under relevant sections of Prevention of Corruption Act, 1988 and the Indian Penal code was registered at PS Anti-Corruption against the doctor and the case was thoroughly investigated.
The Anti-Corruption Unit has conducted detailed investigation and collected evidence in time bound manner and on 16/12/2019 the accused Dr. Julian, the then Medical Officer Incharge of PHC Long Island has been arrested at Police Station, Anti Corruption after observing all codal formalities and he will be produced before the Hon’ble Court on 17/12/2018.
