Port Blair, Mar 09: State Panchayat Resource Centre (SPRC) has been recently set up under Rashtriya Gram Swaraj Abhiyaan (RGSA) at Directorate of RD, PRIs & ULBs. The SPRC team is functional since December 2020 and will bring in a new era in information dissemination to the training and capacity building needs of the Elected Representatives and Functionaries of Panchayati Raj Institutions.
As per the Ministry of Panchayati Raj (MoPR), a new initiative that is “the Block Development Plan” is to be prepared for the first time in the UT of Andaman and Nicobar Islands. The Block Development Officers of all Blocks across the Andaman and Nicobar Islands will be the Chairperson of the implementing committees.
The preparation of the Block Development Plan is a time bound process. It is a part of chain of plans to be prepared in cascading mode after completion of GPDPs by the Gram Panchayat. The Block Development Plan will ideally cater to people’s needs, provide basic services and meet their aspirations with optimal utilisation of the available resources. BDP would be in convergence with all line departments and their schemes prepared through Participatory, Inclusive and Transparent process.
A one-day training program was recently organised by the SPRC for the Block Planning Committees of all the Blocks of North & Middle Andaman. The State Level Master Trainers Team (SLMTT) who are also Domain Experts of SPRC held the training cum meeting with the Block Planning Committees (BPC) for preparation of Block Development Plan in Rangat, Mayabunder & Diglipur Blocks respectively. Block Development Officers (BDO) of the three Blocks at the commencement of the program briefed the committee about the need of Block Development Plan and the responsibilities of the Block Planning Committee. The representatives of other line departments were briefed about the Schemes by the SLMTTs.
A robust BDP will be a visionary document which will be instrumental in transforming Rural Islands.
