Port Blair, Jan 30: One day Workshop-cum-Training under Disaster Management in Higher Education (DMHE) programme organised in the Auditorium of Dr. Radhakrishnan District Institute of Education and Training (DIET), Garacharma on 29th January, 2019 to train and build the capacity of students and faculties to carry out disaster management activities in the Institute under DMHE Programme.
The Principal Smt. Anand Kumari, DIET, Garacharma in her welcome address appreciated the efforts of A&N Administration and Directorate of Disaster Management for organizing workshops in Higher Education. It is very useful for students to extend disaster awareness and preparedness in the community and helpful for the Institutes/Colleges to prepare their DM Plan, Constitute DM Committee & Task Forces, assessment of risk & hazards, build the response mechanism etc. for tackling disasters and any incidents in future she also added.
Chief Guest on the occasion, Mr. Govind Ram, Director (DM) stated that after the 2004 tsunami, A&N Administration has taken various precautionary measures in this UT and established various authorities, committees and Emergency Operation Centres at State, District and Islands level to respond any disaster. In this endeavour, the Administration has also launched the Disaster Management in Higher Education (DMHE) programme for colleges/institutions to tackle disasters itself as first responder.
Mr. Gyan Singh, Asst. Director (Log.), DDM elaborated all components of DMHE programme to be implementing in Colleges/Institutions to achieve its vision “to promote a culture of disaster preparedness at Higher Educational level”. During technical session, vulnerability profile of various risks of this Union Territory and disaster preparedness was also explained in detail to the participants.
Mr. Deen Mohammed, Safety Officer, DDM explained the communication system of this UT and briefed the functions of State Emergency Operation Centre and Emergency Operation Centres (EOCs) and its monitoring and dissemination system of alerts and warnings messages during distress situations along with contact details. He also explained the importance of Disaster Management Kit to be prepared in home/individual level to survive in the disaster situations.
Dr. Vazeem Iqbal, Consultant, DDM briefed the preparation of College/Institutions Disaster Management Plans. He urged the authorities of the institute to prepare their DM Plan with in a one month time period so that, mock drill will be conducted to check the response and preparedness of the college/Institute.
The NDRF Team headed by Mr. Vikash, Team Commander, NDRF imparted hands on training to the participants on MFR, First Aid, CPR, CSSR and SAR techniques. Apart from above, choking, swallowing of any foreign substance and consecutively removal of those particles explained in detail with demonstrations.
