Port Blair, July 24: Mr. D. Ayyappan, General Secretary of the Non-Gazdtted Govt. Officers’ Association during his recent visit to New Delhi had met senior officials in the Ministry of Human Resource Development, Ministry of Finance and Ministry of Home Affairs and pursued the demand of the Association to extend the upgraded Grade Pay under Part B to the remaining categories of teachers and miscellaneous teachers like Headmasters, Physical Education Teachers, PSRTs, Librarians, Craft Instructors, etc. working under the Andaman and Nicobar Administration. The matter relating to extend the upgraded Grade Pay under Part B of the CCS (Revised Pay) Rules, 2008 to all the teaching posts and miscellaneous teaching posts which were equivalent to the Graduate Trained Teachers, Primary School Teachers and Post Graduate Teachers working under the A & N Administration has been pending in the Ministry of Finance, Govt. of India for the last two years.
He has pointed out to the officials in the Ministry of Finance and Ministry of Human Resource Development that teachers and miscellaneous teachers of above categories were extended the upgraded Grade Pay under Part B in all other Union Territories including Puducherry and Govt. of National Capital Territory of Delhi treating those posts equivalent to PSTs, GTTs and PGTs, as the case may be, as existed before implementation of the Sixth Central Pay Commission recommendations.
However, the A & N Administration has refused to treat the above categories of teachers at par with PSTs, GTTs and PGTs and referred the matter to the Ministry of Human Resource Development, Govt. of India for its approval three years back which in turn referred the matter to the Ministry of Finance. The General Secretary pointed out to the officials in the Ministries that nearly 900 teachers and miscellaneous teachers like Headmasters, Physical Education Teachers, Librarians, etc. are denied of their rightful financial benefits due to the apathy shown by the A & N Administration and Govt. of India.
During his visit, Mr. D. Ayyappan had also pursued the demand made by the Association for grant of Island Special Duty Allowance to teachers during summer vacation, which was also pending with the Govt. of India for the last three years.
