Port Blair, Nov 27: In order to monitor the Clinical Establishments the Enforcement Committee of District Registering Authority, South Andaman headed by the Additional District Magistrate, South Andaman inspected 04 Clinical Establishments of South Andaman namely Kerala Ayurveda Pankchakrma, Arun Hospital, Chakraborty Multi Speciality Hospital and Swasthya Medical Centre’s Maternity Home & Children Hospital on 26th November, 2016.
The inspection team conspiring Shri Mahesh Kumar Gupta, ADM (SA), Dr. Avijit Roy, Deputy Director (Health), DHS, Dr. Kalyan P Kadbhane Programme Officer of AYUSH Hospital, Shri. B. Nagendra, District Programme Manager of District Health Society (SA) & Shri. J. R. krishna, Sub Inspector representative of Dy. Superintendant of Police, SDPO (SA) has done the inspection of the OPD, wards, laboratories, imaging centres, medical equipments, sanitation/hygiene of different units of the health centres, professional certificates of doctors and paramedical / technical staffs and other records of the health centres.
During the inspection it has been notice that some of the health centres are not maintaining the norms/rules of the Andaman and Nicobar Clinical Establishments (Registration & Regulation) Rules, 2013 notified under the Clinical Establishment Act, 2010.
Accordingly, inspection team has directed those Clinical Establishments to up keep their lacunas with immediate effect. The inspection team will submit the report to the Deputy Commissioner (SA)/Chairman, District Registering Authority, South Andaman for further necessary action under the Act.
In keeping with the provision of section 41 (1), (2), (3) & Section 42 (1), (2), (3) of the Act, whosoever carries a clinical establishment without registration or whosoever willfully disobeys any direction, or obstructs any person or authority or withholds any such information or provides false information shall be liable for a monetary penalty.
Whosoever carries on clinical establishments without registration shall on first contravention, be liable to monetary penalty upto fifty thousand rupees; for second contravention to a monetary penalty which may extend to two lakh rupees and for any subsequent contravention to penalty which may extend to five lakh rupees.
