Port Blair, Dec 12: A Press Conference was held at the Conference Hall of the Deputy Commissioner, South Andaman on 04th December 2015 wherein the media persons were briefed about the new ventures launched and initiatives taken by the Revenue Administration.
The Deputy Commissioner, South Andaman briefly explained the posting of Record of Rights in the website of the Andaman and Nicobar Administration which would enable free accessibility to the citizens in url http://db.and.nic.in/ror/view1/formf.aspx or in the South Andaman District Website url http://db.and.nic.in/dchome. The same can be obtained through Citizen Service Centre. The Record of Rights so obtained from the CSCs need not to be authenticated by revenue officials and the same shall be valid for immediate use by the Citizens.
The Revenue Administration launched e-IRIS software, test run of which was demonstrated before the media persons. The software will link the registration process with Record of Rights. The e-IRIS software has salient features wherein the Record of Rights shall be directly uplinked with the registered sale/gift documents, the required Form-J for mutation of the landed property shall be generated through e-IRIS software and e-challan shall also be generated. Revenue Department is working on integration of registration, sub-division, mutation process with record of rights.
Availability of stamp paper used to be an issue in the Islands, to create a hassle free citizen friendly approach the Revenue Administration is all set to launch the e-Stamping facilities in the Andaman and Nicobar Islands. e-Stamping is a simplified electronic way of payment of stamp duty to the Government wherein stamped documents are secured and is a tampered proof alternative to existing modes of stamping. The rules for e-stamping has been notified and shall be published in the official gazette of the Administration. With the introduction of e-Stamping, citizens shall have a simple one point transaction with prompt and personalized service from authorized centres. The e-Stamping feature includes unique certificate number, encrypted 2-D barcode, micro printing with watermark and would prevent paper and process related frauds and arrest leakage of government revenues. All the data shall be stored in electronic form having an highest certified security rating ISO/IEC 27001:2005.
In order to simplify the present procedure of availing various citizen-centric services, efforts have been put in place so that the citizens approaching various revenue offices receives the services with case. This calls for process re-engineering so that existing cumbersome process is done away with by way of weeding out of redundant steps and processes while processing the services like Practice of submitting affidavit is replaced with self-certification; now people can directly apply to the Patwari concern where report in required from the Patwari and in this way precious time is saved, hither for all certificates a person has to apply to the Tehsildar concern and thereafter the date reaches to area Patwari through Revenue Inspector and when the department has already issued Islander Card then necessity of enquiry for Local Certificate can be done away with similarly if family members or parents are issued certificate for a category then certificate can be issued expeditiously.
Process for issuance of certificate like Senior Citizen Certificate Local Certificate; Record Entry and Map; No-Dues and Non-Encumbrance Certificate; Valuation Certificate; Residential Certificate; OBC Certificate and Family Details Certificate has been simplified on priority as the number of applicants seeking such services is relatively large in number. In all cases, incomplete applications or applications without required enclosure (s) shall be rejected out rightly and communicated accordingly.
The tenants who are in possession of landed property by way of inheritance or transfer of interest has been frequently approaching the Revenue Administration for issuance of Record of Rights/Map and also for revenue survey of the landed property. To facilitate and to dispose off the pending cases, a well structured demarcation drive has been launched in Port Blair Tehsil wherein survey and settlement staff has been deployed in all areas and the dates of demarcation has been notified for information of the citizens.
With the view to modernize the Land Record Management in the District, the District Administration has initiated a capacity building training programme under the National Land Records Modernization Programme which was conducted in the South Andaman District from 16th November 2015 to 20th November 2015 in the conference hall of District Office, South Andaman. The capacity building programme included two days of class room session with additional three days of field surveying under NRLMP on integration of land records and registration, cadastral maps, security and uniform coding etc for officer/staff in the Revenue/Registration/Survey and Settlement departments of the UTs conducted by NIC/NICSI, New Delhi under the aegis of District Administration, South Andaman in coordination with NIC, Port Blair, A & N Islands. The specialized training shall help the Revenue Administration in issuance of digitalized record of rights/map and further simplify the procedure of demarcation of landed property.
The Revenue Administration is also facing acute shortage of field functionaries; hence an intermediate arrangement has been devised wherein the Revenue Inspectors has been entrusted with the additional charges of Patwari circles. All the revenue field functionaries have been directed to be present at their respective patwarkhanas from 0900 Hrs to 1000 Hrs on all working days and if they are not available then the same be displayed on the information board available with each patwarkhana where the telephone numbers have also been displayed.
The encroachment removal squad of the District Administration has been activated and taking a strong notice of the recent encroachments, criminal complaint has been lodged under the provisions of Indian Penal Code for taking penal action under IPC. The Revenue Administration has been keeping a strict vigil on the encroachments done at various places, it has been decided that all encroachments shall be removed immediately and action including lodging of FIR for criminal trespassing to the government property and case under other relevant section of law shall be registered against such unscrupulous elements.
Records are not updated for more than 2 years, so general public are againg in the same situation as earlier.
