Port Blair, Nov 23: The Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands strongly protest against the most disappointing and retrograde recommendations of the 7th Central Pay Commission. It is the worst ever recommendation made by any Pay Commission till date. Only 14.29% increase in pay has been recommended by the Commission whereas it was more than 60% in the 6th CPC. The decision about fitment formula of 2.57 times is very meager than the JCM demand of 3.7. Demand of minimum wage of Rs.26,000/- also not considered and proposed only for Rs.18000/-.
There is no improvement in Annual increment rate, MACP, LTC, Casual Leave, retirement leave encashment etc. However, compulsory retirement and withholding promotion, MACP and annual increment are proposed on non-fulfilling required bench mark grading which is proposed to be Very Good as against the Good at present.
About 52 existing allowances are recommended for abolition which includes cash handling allowance, hill area allowance and family planning allowances etc. All other allowances like ISDA, HRA, Hard Area Allowance are reduced to 80% of existing rates. Almost all demands of the employees of A&N Administration, sparing one or two, for up gradation of pay out rightly rejected by the Commission which include the cases of LGCs and HGCs. The only silver lining in the report is the acceptance of the demand of the employees organization to abolish the Pay Band and Grade Pay system.
Non Gazetted Govt. Officers’ Association will observe 27th November as Black Day to protest against the retrograde recommendations of the 7th CPC on 27th of November, 2015 as per the call of the Confederation of Central Govt. Employees and Workers, New Delhi.
