Port Blair, Jan 30: The Directorate of Disaster Management (DDM), A & N Administration in collaboration with Directorate of Education, A & N Administration along with the National Disaster Response Force (NDRF) has conducted a day long refresher training on School Safety under National School Safety Programme for the teachers/in-charge Disaster Management of Car Nicobar Educational Zone at Conference Hall of Education Office, Car Nicobar on 30th January 2015.
The Directorate of Disaster Management, Andaman & Nicobar Administration in tandem with Directorate of Education is implementing National School Safety Programme in all the 412 schools of Andaman & Nicobar Islands. This Directorate, for the last two years has successfully conducted series of two day training of teachers programme in all the Educational Zones of Andaman & Nicobar Islands. Subsequently, each and every school are in the process of having a full-fledged School Disaster Management Plan to combat any crisis in an organised way.
On the occasion the Chief Guest Shri Akhil Kumar, Assistant Commissioner, Car Nicobar, was exuberant to inaugurate the refresher training of teachers programme on school safety, while realizing the significance of disaster management he emphasized on Preparedness, Prevention and Mitigation. He further asked the participants to pay attention to learn the survival techniques during the day long training programme and further asked to develop a habit of preparedness as a way of life. Other distinguished guests present over the inauguration were Shri Bedinus, Education Officer, Dr. Anthony, Medical Officer, Shri Mahesh Kumar, SHO, Shri Bishen Das, Fire Officer and Smti. Mani Mala, Principal, GSSS Lapathy shared their experiences and spoke at length on various aspects of Disasters and Disaster Management at school level.
Earlier, Shri Gyan Singh, Asst. Director (Log.), DDM welcomed all the participants and the dignitaries present on the occasion before narrating the past incidences of school catastrophes which led into the introduction of an exclusive school safety programme by the Govt. of India across the country and in Andaman & Nicobar Islands and reviewed the National School Safety programme before explaining in detail with a power point presentation about the project components and its implementation, how to use the fund and maintenance of accounts and subsequent submission of utilization certificate. Participant’s doubts were also clarified during the session.
Shri Janik Ram, Liaison Officer, DDM ran a power point presentation on how to prepare School Disaster Management Plan in the schools and its significance highlighted. Further, the resource explained in detail about the Evacuation Map, Risk Map & Facility Map was explained and participants taught sketch on the charts to have clarity on the vital components of School Disasters Management Plan.
Dr Anthony, Medical Officer, BJR Hospital was a special resource for the First Medical Responder training, various techniques of life saving skills were taught to the participants.
Shri Jatin Singh Yadav, Sub-Inspector, NDRF who hails from specialized force to respond all kinds of disasters in India exhibited their skills with great alacrity beginning from MFR, First Aid, CPR, CSSR and SAR were very handy.
Shri K. Venket Raman, District Project Coordinators of NSSP ran their power point presentation on project deliverables like Hazard hunting, Risk & Facilities Map and the most vital Non-Structural Mitigation.
Shri Bishen Das, Fire Officer, along with his team explained various classes of fire and its extinguishers before exhibiting the demonstration at the field, the participants were made to have hands on experience with the equipments.
Shri Bedinus, EO, Car Nicobar, grace the valedictory session of the programme and urged teachers have become now a force to be reckoned with, and they are ready for this cause as well, the vision of the programme to create a culture of disaster preparedness will definitely be realized before distributing the certificates to the participants who have come from far off places of Car Nicobar. The programme was ended with the vote of thanks by Shri Janik Ram, Liaison Officer, DDM.
