Port Blair, Jul 8: Mr. Kuldeep Rai Sharma, President, PCC, Andaman and Nicobar Islands in his letter addressed to the Prime Minister of India has requested him to confer special powers to the Lt. Governor of these Islands to appoint Doctors and all other gazetted recruits from the local candidates of the Islands.
Mr. Sharma informed the Prime Minister that due to non availability of Medical College in Andaman and Nicobar Islands, the Central Government as well as the State Governments are considering some quota of seats of MBBS, Engineering at various niversities/colleges at Main land for Andaman and Nicobar Administration for the eligible students of these islands. After screening, the Administration provide such seats to the local students and is also bearing heavy expenditure on each such students after getting a bond executed by them that after passing out these students will serve in the Islands for at least five years.
Mr. Sharma has also added that after getting the Degrees, these students come back to Port Blair to get suitable jobs under Andaman and Nicobar Administration but as per the prevailing rules, to get the job they have to successfully pass in the interviews conducted by UPSC and have to compete with the students from different parts of the country All these pass outs remain fresher’s during the time of interview but, on the other hand their counterparts from mainland by that time gatherers considerable experience in various private establishments and come out successfully by defeating our local candidates in the interviews conducted by the UPSC.
As a result he added in one hand, unemployment problem is increasing in these islands and on the other hand most of those local pass outs for whom Andaman and Nicobar Administration has spent huge amount on their money, join some mainland based establishments since they are denied selection by the UPSC.
Mr. Sharma also stated that , the mainlanders who are selected for the posts of Doctors and Engineers, lecturers, Assistant professors etc, get considerable experience in these Islands and again opt for posts at mainland creating vacancies in the respective departments of Andaman and Nicobar Islands and to notify about the vacant posts an d examinations etc through UPSC, it takes a lot of time because of which the people of these islands remain in distress. By the time the interviews are conducted again most of the Islanders eligible for the interview either works happily in some establishments in Mainland or they cross the prescribed age limit for the post.
Explaining the circumstances, Mr. Sharma has requested the Prime Minister to consider special powers to the Lt Governor of the Islands to select the Doctors, Engineers, Assistant professors and also other gezetted recruits directly from the local aspirants to fill up the vacancies or to consider an UPSC (Andaman and Nicobar Islands) for recruiting the local candidates in those posts.
Mr. Sharma also stated that this consideration if made will go a long way to solve the unemployment problems in these Islands and also stop brain drainage.
