Sri Vijaya Puram, Feb 26: Mr. Rakeshwar Lall, State President of Hindu Rashtra Shakti, has submitted a detailed representation to the Lieutenant Governor of Andaman and Nicobar Islands, the Member of Parliament, and senior officials of the University Grants Commission (UGC), All India Council for Technical Education (AICTE), Ministry of Education and Ministry of Finance regarding the alleged unauthorized use of classrooms at Dr. B.R. Ambedkar Institute of Technology (DBRAIT), Pahargaon.
In the representation, Mr. Lall raised concern that two to three classrooms within the DBRAIT campus are reportedly being utilized for running the office of the Department of Information Technology. He stated that these classrooms were originally constructed exclusively for academic and teaching purposes for students enrolled in technical courses and that their diversion for administrative use has reduced available teaching space and adversely affected the academic environment.
The representation highlighted that, as per UGC norms and AICTE guidelines, classroom infrastructure is required to be used strictly for academic activities to maintain prescribed standards of technical education. It also referred to the General Financial Rules (GFR), 2017, issued by the Ministry of Finance, stating that government assets created for a specific sanctioned purpose should not be diverted without proper administrative approval and justification.
Further, the memorandum cited constitutional provisions under Articles 14 and 21A of the Constitution of India, asserting that students are entitled to equal academic conditions and adequate educational infrastructure.
Mr. Lall has requested the competent authorities to issue immediate directions for allotment of a suitable Government building for functioning of the Department of Information Technology office and to restore the diverted classrooms to DBRAIT for exclusive academic use.
He urged urgent intervention in the larger interest of safeguarding students’ rights and maintaining the integrity of technical education standards in the Union Territory.
