
Port Blair, Jan 19: A meeting was held in New Delhi in the Home Ministry Headquarters to discuss various issues related to the implementation of 4th Finance Commission recommendations on 19.01.2018 at 3.30 pm which was attended by Mr PK Srivastava, Additional Secretary (UT), MHA, MP, Chief Secretary, Adhyakshya, South Andaman Zilla Parishad, Upadhyaksha, N&M Andaman Director, RD, Advisor, MHA, and Director MHA and some other officials.
A memorandum was submitted by both the ZP Adhyaksha and Upadhyaksha to AS (UT), MHA. (Copy enclosed)
The MP expressed his displeasure over the manner UT Administration has reduced the fund to PRIs.
Administration will find out Savings in the current budget which shall be distributed to PRIs urgently.
Staffing/manpower to the 3 tier PRIs (Pradhan, Samiti, Zilla Parishad) of the Engineering Wings/clerical staff and account staff would be provided for timely preparation of pending UC.
It was informed that Rs 230 crore fund is stuck due to non-submission of UC.
Special grant will be arranged for maintaining rural roads and new construction through budgetary support. In this regard Administration will submit documents to AS (UT) shortly.
Delay in PMGSY work and deplorable condition of PRIs was raised by Adhyakshas and it was decided that PMGSY work would be expedited.
PRI constructed roads which were handed over to Municipal Council will be repaired and new construction will be under taken. Special grant will be for both PRIs and PBMC.
VKV ZP School matter was also raised in the meeting and it was decided that the issue will be sorted out shortly.
It was decided that Chief Secretary will have review meeting on 25.01.2018 which will be attended by all PRIs/PBMC and MP for timely implementation of today’s decisions.
