Is Andaman and Nicobar Command above law of this land?

Port Blair, May 25: Is law is different for General Public and top officials of Andaman and Nicobar Command, to be most specific the Commander-in-Chief of ANC? Though all vehicles of Andaman and Nicobar Islands uses ‘AN’ registration plate, the Andaman and Nicobar Command have developed their unique Registration Plates with serials of “ANC”, which is not approved by the State Transport Department. The Commander-in-Chief himself uses the Registration number plate of ‘ANC-1’, setting a wrong example for others defence person to follow.
The matter does not end here the CINCAN has a number of vehicles on his disposals and all these vehicles carries unique Registration numbers, viz ANC 1A, ANC 1B etc, for which no clearance was taken from the Transport Department.
As per rule, defence vehicles have their own number plates, which has an Arrow Mark and other complex serial numbers but since last few years the ANC has started putting fancy number places have serial of ‘ANC’.
Not only this, it has been learnt that one of the vehicle of CINCAN still has dark film on the glasses, despite the fact that Supreme Court have ban use of dark films on car windows.
“Neither the CINCAN has any threat to his life in Andamans nor he fall under any high security cover, then why he still uses dark films,” question an Islander.
The million dollar question here is whether there are two sets of law for top defence officers in Andaman andNicobar Islands. Is Andaman and Nicobar Command above law of this land? The DGP must clarify.
