
Sri Vijaya Puram, June 22: Mr. Abhay Kumar, President of Living On The Edge (LOTE) and Hindu Seva Sangh (HSS), has submitted a representation to the Chief Secretary of the Andaman & Nicobar Administration and the Member of Parliament, seeking intervention to ensure fair, transparent and uniform implementation of transfer orders across various government departments.
In the representation, he appreciated the Administration’s recent initiative of issuing draft transfer orders before finalizing transfers, stating that the move promotes transparency, fairness and adherence to the principles of natural justice. He noted that the draft transfer mechanism provides government employees with an opportunity to submit representations on genuine grounds such as medical issues, children’s education, spouse postings, family responsibilities and other hardships before transfer orders are finalized.
However, he pointed out that in certain cases, the names of government servants did not appear in the draft transfer list but were subsequently included in the final transfer orders. As a result, such employees were deprived of the opportunity to submit their grievances or representations before the final orders were issued, causing hardship and defeating the purpose of introducing the draft transfer system.
The representation also stated that the transfer and posting exercise in several departments remains incomplete despite the Administration’s Circular dated March 16, 2026, which envisaged completion of the process by the end of May each year. While some departments have substantially implemented the policy, others have only partially done so or are yet to complete the exercise, leading to perceptions of inconsistency and unequal treatment among government employees.
Mr. Abhay Kumar requested the Administration to issue suitable directions to all departments to ensure that no government servant is ordinarily included in the final transfer order without first being reflected in the draft list, except in exceptional administrative circumstances. He also sought adequate opportunity for affected employees to submit representations before transfer orders are finalized.
Further, he urged that cases where employees were directly included in final transfer orders without appearing in the draft list be reviewed and an opportunity for representation be provided. He also called upon all departments to strictly comply with the Administration’s March 16 circular, complete the transfer and posting exercise in a transparent, fair and time-bound manner, and follow the prescribed seven-day relieving order.
The representation further emphasized the need for uniform implementation of the transfer policy across all departments to ensure transparency, equity and administrative efficiency. Mr. Abhay Kumar expressed confidence that timely intervention by the Administration would strengthen employee confidence in the transfer process and uphold the principles of natural justice and good governance.
