Sri Vijaya Puram, June 17: Member of Parliament Mr. Bishnu Pada Ray has taken up the grievances of 213 EWS beneficiaries of the PMAY (Urban) Housing Project at Prothrapur, South Andaman, and has urged the Regional Manager, Canara Bank, Kolkata-III to immediately defer the recovery of EMIs until the dwelling units are completed and formally handed over to the beneficiaries.
The MP stated that during meetings held among SVPMC, NBCC and the PMAY beneficiaries, it was agreed that EMI recovery would commence only after completion of the project and possession of the flats. It was also understood that any additional interest liability arising due to delay in completion of the project would be borne or suitably subsidized by the implementing agencies.
However, despite the project not being completed and possession yet to be handed over, it has been reported that EMI deductions have already started from the beneficiaries’ bank accounts. The MP pointed out that SVPMC had also written to the bank on 13.04.2026 and 23.04.2026 requesting deferment of EMI recovery in view of the delay, with the project now expected to be completed only by 30th December, 2026.
Mr. Bishnu Pada Ray stated that the premature deduction of EMIs has placed an unbearable financial burden on the beneficiaries, many of whom are still living in rented accommodation and are simultaneously paying rent as well as loan EMIs. He emphasized that the beneficiaries cannot be made to suffer for delays attributable to the implementing and executing agencies.
The MP has, therefore, requested the bank to immediately suspend EMI deductions until the beneficiaries receive possession of their completed houses. He has further urged that any financial implications arising out of the delay should be resolved by the concerned implementing agencies, namely SVPMC and NBCC, and not by the innocent beneficiaries.
Copies of the representation have also been forwarded to the Hon’ble Union Minister for Housing & Urban Affairs, requesting immediate intervention and a thorough inquiry to fix responsibility for the inordinate delay in execution of the PMAY (Urban) project. The Chief Secretary, A&N Administration, the Chairperson, SVPMC, and the PMAY beneficiaries have also been informed.
