Port Blair, Apr 05: The CPI (M) was formed at the Seventh Congress of the Communist Party of India held in Calcutta from October 31 to November 7, 1964. The CPI (M) has emerged as the leading Left force in India ever since its formation. The party is growing rapidly since 1964. The membership of the Party, which was 118,683 at the time of its formation, has grown to more than a million now. The Party has sought to apply Marxism-Leninism to Indian conditions and to work out the strategy and tactics for a people’s democratic revolution, which can change the lives of the people of India.
The structure of the party is based on the principles of democratic centralism. Democratic centralism means centralized leadership based on inner-Party democracy under the guidance of centralized leadership. All the decisions are taken in the party democratically.
Kannur District, where the Communist Party of India was formed in Kerala in 1937, is all set to host the 23rd Party Congress of the CPI (M) from 6th to 10th April 2022. Party Congress is the All India Conference of the CPI (M) conducted every three years on the conclusion of Conferences of Party Units at various levels from Party Branch Committee to State Committee.
The Conferences of the Party, among other things, will review the political situation, functioning of the party at the respective levels, decide the Party line on the current situation, etc. Guidelines for conducting the Conferences of the party units are issued by the Central Committee well in advance and every party member and party unit are expected to follow them strictly.
On completion of all State Conferences in the country, the Party Congress is held at a place decided by the Central Committee. Party Congress will be composed of delegates elected by the State Conferences as well as by Conferences of Party units directly under the all-India Party Centre.
Arrangements for the conference at the E K Nayanar Academy, Kannur, are almost complete and a public meeting and rally will be held at AKG Nagar at Kannur Jawahar Stadium. The delegate session will be held at the specially constructed E K Nayanar Nagar in E K Nayanar Academy.
About 800 delegates from across the country are expected to attend the Conference. From A&N Islands, D. Ayyappan, newly elected Secretary of CPI (M) State Organising Committee will attend the Party Congress.
The supreme organ of the Party for the whole country is the All-India Party Congress. The Party Congress will elect a new Central Committee of the party which will elect the new Polit Bureau Members and General Secretary.
