Port Blair, Mar 30: The valedictory function of training program started on international Women’s Day for capacity building of women for economic empowerment in Tailoring , Fashion Designing and Sewing Machine repair to enhance their family income concluded on 29.03.2022. On this occasion Smti. Promila Kumari Adhyaksha Zilla Parishad was Chief Guest while Mr. H. Manoj General Manager NABARD presided over the function and up Adhyaksh Mr. Abdul Basheer and Pramukh Smti. Padmawati as Guest of Honour. The function was also attended by Zilla Parishad Members and Pradhans of Ferrargunj Tehsil. The newly elected PRI members were facilitated by Unnati.
The Chief Guest Smti. Promila Kumari Adhyaksha Zilla Parishad while addressing the gathering mentioned Unnati under the initiative of its President at this age contributed and are contributing for promotion of self employment with the support of NABARD and other organizations. She suggested we should avail the opportunity now being rendered by Unnati with the support of NABARD for providing self employment to our unemployed youths. She emphasized the necessity of working together to create and provide employment opportunities to large member of our unemployed youths. She further said women are capable and can take care themselves if various facilities provided by the government are made accessible to them. She further said empowered women can contribute to the health and productivity of whole family community and improve prospect for the next generation. Therefore women must be given equal opportunity in every field. Therefore, PRIs must play a leading role to ensure that the benefits of all government schemes genuinely reaching to the women for their all round development.
Mr. H. Manoj General Manager NABARD explained about various schemes of NABARD and also assistance available under various training program for capacity building, skill development and marketing support. He further said that he is calling a meeting of all newly elected PRI Members for interaction to ascertain their needs based requirement for promotion of self employment in their respective jurisdiction. He also discussed about Fisheries Federation and urged the necessity of participation of fisherman in joining the Federation for economic empowerment of fisherman.
After facilitation programme of newly elected PRI Members i.e. Adhyaksha, Up Adhyaksh, Zilla Parishad Members, Pramukh, Samiti Members and Pradhans they expressed their view points. A few important points emerge during the discussion are as under:-
1. Capacity building training for employable jobs for which raw materials are locally available.
2. Popularization of floriculture. Training be arranged in respective villages.
3. Coconut and fish based food processing products and arrangement of packing materials and preservatives departmentally on payment.
4. Handicrafts of Cane and Bamboo and arrangement of training after hiring master craftsmen from mainland/ North East.
5. Longer duration training be considered to acquire skill in perfect manner.
6. Earmarking of works/ activities to Self Help Groups for exclusive execution by them as being done in other states and Union Territories.
7. For proper coordination and implementation of rural development and other schemes District Rural Development Agency (DRDA) meeting be conducted regularly to review and effective implementation of various programs.
8. District planning committee needs to recommend allocation of funds on actual need basis.
9. Streamline working of self help groups for giving them equal opportunity to all self help groups whether formed under National rural livelihood mission or by any other organizations.
10. Huge women were trained in tailoring and fashion design. This trained manpower needs to be utilized as suggested below:-
I. Formation of production group for tailoring as per provisions under NRLM.
II. Crores worth rupees readymade clothes are imported from mainland. We may request chamber of commerce to co-ordinate with local clothes shopkeepers to place order to women groups.
III. Marketing outlet already created by Social Welfare Department on the demand of women groups for sale of the products prepared by women groups is now not functioning to be restarted by Social Welfare Department at the earliest.
All appreciated about the training program, working of NABARD and Unnati and they requested to arrange similar trainings in all Panchayats for which they also assured their full support.
During the course of training the trainees where taught for making dresses and also explained to them about various self employment Centrally Sponsored Schemes, Swachch Bharat Abhiyaan and flagship programme of Government of India. The trainees who successfully completed training wear distributed certificate by Adhyaksha upadhyaksh Pramukh and Pradhan Wimberlygunj in whose jurisdiction the program was conducted with active participation of Mr. P. Abdul Basheer Pradhan Kanyapuram.
Under the provisions contained in the Andaman and Nicobar Islands (Panchayats) Regulation, 1994, on the re-constitution of Panchayat Samiti, Little Andaman a Special Meeting was scheduled by the Deputy Commissioner, South Andaman for administering Oath of Allegiance and subsequent Election of Pramukh and the Up-Pramukh, Little Andaman Panchayat Samiti on 30.03.2022.
As scheduled, Mr. Suneel Anchipaka, IAS chaired the special meeting on 30/03/2022 at 1130 Hrs. in the Conference Hall of Panchayat Samiti Bhawan, Little Andaman during which all the newly elected members of the Panchayat Samiti, Little Andaman Tehsil were present and subsequently Oath of Allegiance was administered to all the 05 newly elected members of Panchayat Samiti, Little Andaman for the tenure (2022-2027) as provided under section 115 (1) of the Andaman and Nicobar Islands (Panchayats) Regulation, 1994.
After administering of Oath, the process for election to the Office of the Pramukh, Panchayat Samiti, Little Andaman, South Andaman was initiated as provided under section 112 (1) of the Andaman and Nicobar Islands (Panchayats) Regulation, 1994.
Accordingly, the Deputy Commissioner, South Andaman requested to file nomination papers for the Office of the Pramukh, Panchayat Samiti, Little Andaman for the tenure (2022-2027).
Only one nomination paper was filed for the Office of the Pramukh for the Tenure (2022-2027) by Smt. Anita Mondal, Ramkrishnapur Constituency proposed by Mr. S. Paramanathan of Netaji Nagar Constituency as a candidate set up by BJP Party.
After scrutiny of the nomination paper, the Deputy Commissioner, South Andaman accepted the nomination paper, as it was found to be in order. Ample time was given for filing of nominations and since no other candidate opted to file nomination for the Office of the Pramukh, Little Andaman, the Deputy Commissioner, South Andaman declared Smt. Anita Mondal from Ramkrishnapur Constituency elected unopposed as Pramukh for Little Andaman Panchayat Samiti.
Thereafter, the Deputy Commissioner, South Andaman initiated the procedure for election to the Office of the Up-Pramukh, Panchayat Samiti, Little Andaman, South Andaman and requested the members to file nomination papers for the Office of the Up-Pramukh, Panchayat Samiti, Little Andaman for the tenure (2022-2027).
Mr. S. Parmanathan, Netaji Nagar Constituency proposed by Smt. Anita Mondal of Ramkrishnapur Constituency as a candidate set up by BJP party and Smt. E. Maheshwari, Hutbay Constituency proposed by Smt. Thumpa Bairagi of Rabindra Nagar Constituency as a candidate set up by INC party presented the nomination papers before the Deputy Commissioner, South Andaman for the Office of the Up-Pramukh for the Tenure (2022-2027).
After thorough scrutiny, the nomination papers were accepted and since, none of the candidates withdrew their nominations, Deputy Commissioner, South Andaman informed that elections shall be conducted through Secret Ballots.
Altogether 3 members casted their franchise whereas Mr. Raja, Independent candidate from Vivekanandapur Constituency and Smt. Thumpa Bairagi from Rabindra Nagar Constituency abstained to cast their vote and signed the attendance sheet as “NOT WILLING TO VOTE”.
After counting of all the 3 polled ballot papers the Deputy Commissioner, South Andaman declared Mr. S. Parmanathan from Netaji Nagar Constituency as Up-Pramukh, Little Andaman Panchayat Samiti who secured 02 votes out of 3 votes polled against Smt. E. Maheshwari, Hutbay Constituency who secured only 01 vote out of 3 votes polled.
“Certificate of Election” was handed over to Mr. S. Parmanathan and Smt. Anita Mondal who were elected as Up-Pramukh and Pramukh respectively and Oath of Office to the newly elected Pramukh and Up-Pramukh of Panchayat Samiti, Little Andaman for the term (2022-2027) were administered by the Deputy Commissioner, South Andaman.
Mr. Suneel Anchipaka, IAS, Deputy Commissioner, South Andaman conveyed his gratitude for peaceful conduct of elections and congratulated all the newly elected Panchayat Samiti Members and the newly elected Pramukh and Up-Pramukh, Panchayat Samiti, Little Andaman for the term (2022-2027).
