Port Blair, Nov 02: The Police Department has fixed one year tenure in Southern Group of Islands under S.P., Nicobar District. It is appreciable step under which all lower and upper subordinates have to serve in the various Islands of Nicobar including Armed Guards/ LOPs falling under the Nicobar District on their term.
During the tenure of then DGP, S. B. Deol, IPS, he had ordered to give one day off in a week to police personnel posted in Police Stations / OPs to avoid various kind of frustration due to duty being performed continuously without weekly off even though police personnel have to perform more than 8 hours duty on all working days with uncertainty depending upon nature & place of duty related to Security, Law & Order. According to information the police department failed to implement said order to serve its purpose.
Recently, the S.P. (HQ) has issued a transfer order no. 3270 dtd 29/10/2018 to move 8 Upper Subordinates & 184 Lower Subordinates with direction to report to their respective unit specified as well as to the respective S.P. of S/Andaman & Nicobar Distt. This transfer / posting order also contains modification for – 2, cancellation for – 5, held in abeyance for – 4, lower subordinates, for cancellation in place of posting for-1 Police Inspector & 2 lower subordinates & transfer / posting regularization for -2 lower subordinates & cancellation for – 1 subordinates. Such exercise reveals that the transfer / posting order issued earlier have been considered as such & not implemented.
This transfer/posting/ cancellation/ abeyance/ modification order book no. 3270 also contains note inter-alia, 1- Concerned District / Unit SPs Shall ensure that the transferred personnel are relieved immediately, 2- All Unit In-Charges are directed to furnish compliance report of relieve/ duty report of staffs to Establishment Section, PHQ & 3- Representations, if any shall be entertained only after joining at their new place of posting.
As the police personnel unlike the civil staff can’t use influence of politicians to stop their sudden transfer in mid school session as well as in case of family problems, direction to relieve them without hearing / receiving their representation for their genuine grievances is neither hold any Administrative merit nor justified so far the welfare of the deserving police personnel facing family problems is concerned. Many of police personnel are heard to explain their family & education of their children problems & their inability to comply this order and desire to be heard before they are relieved from their present duty place for which the authority may do needful.
When Andaman Sheekha reporter visited PHQ on Thursday to raise the question, the reporter was informed by the reception staffs that except one none of the top officers are present in Andaman and the only officer who is present in Port Blair is not present in office.
