Port Blair, Aug 30: Due to the recent resentment among local unemployed youth regarding the recent vacancy notice of various departments published by Secretary, Personnel, in which self marking has been made the criteria instead of competitive examinations the Humane touch has requested a suitable mechanism for protecting the interest of local job aspirants.
In a letter addressed to Lt. Governor the President, N Abdul Aziz has requested to streamline the recruitment process for various post under A&N Administration.
Further suggesting Humane Touch has highlighted some points like For all local recruitments, registration in the Local Employment Exchange could be made compulsory, Self marking should be avoided as it affects a major portion of unemployed youth due to disadvantage of examination system over the period of time, Moreover, weightage based on different state board examinations and CBSE cannot be treated at par.
Hence, self-marking system should be shelved, For all Group-C and where-ever possible Group-B posts, pass in qualifying examination from the islands could be made compulsory for general category, Local candidates could be given additional weightage in recruitment process, It could be mentioned in the employment notice that selected candidates should execute an agreement bond to serve the island administration for a specified period (say 10 years or more), All local vacancies be published only in local newspapers, Online application procedures to be curbed wherever feasible, Bunching-up of posts need to be avoided i.e., all posts be filled up at the instant of creation/falling vacant, This will reduce the number of vacancies available at a time and Non-local candidates could be dissuaded to apply for few vacancies.
Mr. Aziz also informed that MHA on an earlier occasion rejected the proposal for promulgation of Andaman & Nicobar Islands Public Employment (Requirement as to Residence) Regulation on the ground that only 2 candidates from mainland were appointed out of 1380 recruitments made during the period from 2001-2005. The forum believes the number of non-local was meager since administrative mechanism “local criteria” was in place during the said period. The erroneous conclusion led MHA to reject the proposal.
Further requesting the Lt Governor to order for compilation of the data relating to representation of non-locals in jobs under the Administration for the period from 2006 to 2013 and appraise the Home Ministry of the new and emergent facts, urging it to take a fresh look at the whole issue. The Humane Touch also urged the Administration to shelve the self-marking system in the recruitment process.
