Port Blair, July 31: In order to test the Disaster Preparedness levels at Little Andaman a Mock Disaster Management Exercise has been conducted yesterday (July 28, 2017. The mock exercise has been planned by painting a scenario to check response time and procedures followed by various stakeholders. This will help in assessing preparedness level of departments and communities as well as inter-departmental coordination. Sound preparedness and effective response of various stakeholders to Disaster is the key to success. The earthquake scenario of magnitude 8.0 MW, Latitude 06.0 N Longitude 95.5 E, Depth: 10Km, Origin time: 0900 hrs (IST) on today the 28th July, 2017, Region: Bay of Bengal, followed by 5 mtrs tidal waves hitting the coast of Little Andaman (Hut Bay 0 to 04 KM). The affected areas were Breakwater, Gandhi Bazaar, Indra Bazaar & Kali Nagar. Few buildings of Hut Bay market area were collapsed and casualty were reported to the authorities. The distress information was triggered from the State Emergency Operation Centre, Port Blair to all stakeholders of Little Andaman by SMS, Fax, E-mail etc. After receipt of the distress alert from SEOC, Port Blair, the Incident Command Post(ICP) has been established at Anganwadi Centre, OngiTikrey. All the Head of officers rushed to the Incident Command Post(ICP) and reported to Incident Commander (IC), SDM, South Andaman Ms. MitaliGoel After assessing the emergent situation, Incident Action Plan has been prepared immediately and all the QRTs (Police, Fire, NDRF, Forest, PWD, Health etc) have been deployed to the affected sites for SAR and MFR operation. 16 victims from market area have been evacuated by the QRTs and shifted to Sub-Centre, Farm Tikrey for further treatment. The public of Breakwater to Kali Nagar were evacuated and shifted to Community Hall, OngeTikrey and Farm Tikrey. Seven Hundred students of GMSSS, Hut Bay were also evacuated and shifted to Farm Tikrey. Temporary shelters were established, the PRIs of Hut Bay and Neatji Nagar had taken responsibility for establishment of community kitchen to provide foods to the evacuees. All the evacuees were provided Kitchdi. The Task teams of APWD, Electricity, RD, District Administration, Forest and community jointly restored the essential services. The exercise was called off at 1230 hrs by given the ALL CLEAR message. For conduct of the Mock Exercise, a Table Top Exercise was also conducted on 27/07/2017 at 1500 hrs at Conference Hall, PanchayatSamiti, Little Andaman under the chairmanship of Shri. Govind Ram, Director Disaster Management, Port Blair. In the table top exercise the proposed scenarios was discussed and Action Plan for the conduct of Mock Exercise was finalized. The Director (DM) urged all the participants to participate with their complete resources and man power in the Mock Exercise. Shri. Gyan Singh, AD(LOG)has given the whole plan of Mock Exercise by power point presentation. Shri. GovindLall, Tehsildar (DM) briefed the complete response plan which would be exercised on 28/07/2017. Shri. Deen Mohammed, Safety Officer (DM) explained the emergency communication system which would be used during Mock Exercise.
