Port Blair, July 18: Call it a greed for property or arrogance of political backing, a family in Ward Number 6 of Harinagar Village of Middle Andaman has blocked a village culvert, for their personal benefits.
Such unlawful act is not only causing stagnation of rainwater in large area inside village but also damaging village road due to flooding during heavy rain.
Villagers of the area allege that due to stagnation of water in the area there is a visible increase in the number of mosquitoes and flies, which has made life of people, living nearby, impossible. They allege that even after several complaint revenue officials never even visited the area to clear such illegal blocking of the culvert, which was constructed by government for welfare of whole village.
Finding no solution the villagers jointly approached to the Tehsilder vide letter dated 12/07/2016 seeking an immediate action with clearance of the blockage of Culvert.
But it is matter of shock that the Revenue Department took seven long months to serve Notice for demarcation of the area to locate the correct position of the Culvert and Nallah vide letter Dated 13/2/2017 of Tehsilder, Mayabunder. Sadly this also yielded no result as the wrong doers ignored order of Tehsilder.
Therefore, the villagers approached to the Assistant Commissioner, Rangat and Deputy Commissioner N & M Andaman and they separately visited the site and assured in front of the public that immediate action would be initiated through the Tehsilder, Mayabunder.
The Assistant Commissioner during her visit on 3rd July 2017, directed the Tehsilder, Mayabunder to lodge a case against those who indulged in blockading Culvert under 133 CRPC. Accordingly on 3rd July, 2017 Tehsilder served an Order Of Eviction, saying that on 11/07/2017 the illegal possession over the Govt. Nallah will be vacated and no further information would be served to the respondent. Accordingly all necessary arrangements were made as per the order dated 3/07/2017of the Tehsilder, Mayabunder.
But sadly no revenue authority reached the site on the day of eviction and the eviction order was totally disobeyed by the lower authorities of revenue Department.
Considering such disobedience, the DC North and Middle should perhaps clarify that who is superior in North and Middle Andaman District Administration, lower level revenue staffs or DC, N & M Andaman and AC Rangat.
