Port Blair, Jan 16: The transfer/posting order of the Junior Engineers of PRIs was issued vide Order No.1304 dated 29th December, 2016 by the Deputy Director (RD & Panch.), A&N Administration by the ignoring the relevant caveats/provision of the transfer policy of A&N Administration holding the Filed.
Wherein, the clause 7 (Calendar of Transfer Order) of the said transfer policy requires the transfer orders as far as possible be issued during the period 15th April to 15th June each year, keeping in view the end of the financial /academic year. And, out of time transfer should be avoided.
Shockingly, in contrary the DD (RD/Panch.), A&N Administration has unjustifiably opted to transfer the Junior Engineers on the verge of academic session without taking into account its serious repercussion and adverse effect on the Junior Engineers and their respective school going wards.
The purpose and rational behind such haste transfer/posting of JEs without even waiting for the academic session to end is a matter of concern and, raises one’s eyebrow over the transparency and purity of the above transfer/ posting order issued in a hurried manner.
The plain viewing of the above order apparently reflects the undue interest shown by the signatory authority to favour and secure the interest of handful JEs of PRIs.
It has been explicitly learnt that the Junior Engineers approaching the concerned authorities of RD & PRIs for considering their transfer/posting are being allegedly insisted to take leave like EL, CCL etc. Such, unnatural and illogical advice of the concerned authorities of RD & PRIs to cover up the procedural lapses in their above arbitrary order would undoubtedly hamper the developmental works under PRIs.
This is an issue of serious concern. Furthermore, during the preparation and conclusion of above order the Adhyaksh, Zilla Parishads were kept at bay whereas the JEs were initially appointed by the then CEO of Zilla Parishad, Andaman during the year 2002 & 2004.
It is, reliably learnt that at this point of time the actual appointing and disciplinary authority of the JEs are yet to be fixed by A&N Administration. As such, the JEs are been discriminated and deprived from their inalienable right of service confirmation and MACP benefit till date.
It is, high time that A&N Administration should take concerted action to properly implement the transfer policy framed by it in order to avoid any out of time transfer/posting of any incumbents serving under various Departments of A&N Administration.
