Port Blair, July 28: The Non-Gazetted Govt. Officer’s Association, Andaman & Nicobar Islands notes with serious concern and register strong protest on the inclusion of various retrograde and detrimental provisions in the Notification issued by Govt of India on 7th Central Pay Commission on 26th July, 2016. The inclusion of Very Good condition for promotion/Award of financial upgradation will encourage favouritism and nepotism in Govt. Service instead of “efficiency” as hoped by the Govt. of India.
The Govt. has also accepted the condition as suggested by the 7th CPC of even withholding the annual increment in case of those employees who are not able to meet the benchmark of Very Good condition within the first 20 years of their service. In a meeting with leaders of National Joint Council of Action (NJCA) by a group of Ministers under the leadership of Shri Rajnath Singh, the Home Minister, Govt. of India on 30th June, 2016, had agreed to refer all the contentious issues to a High Level Committee for review and improvement in ‘minimum wages’ and ‘fitment factor’.
The scheduled nation wide strike from 11.07.2016 has been deferred by four months as per the assurance given by the Group of Ministers on formation of a High Level Committee to consider the improvements in minimum wage and fitment formula.
Meanwhile, Shri Shiv Gopal Mishra, Secretary, National Council(Staff Side), Joint Consultative Machinery of Central Govt. Employees through separate letters dated 26th July, 2016 addressed to Shri Rajnath Singh, Home Minister and Shri Arun Jaitley, Finance Minister has demanded immediate setting up of ‘High Level Committee” to review minimum wage of Rs. 18000/- and fitment factor of 2.57.
