Port Blair, July 21: The Lt Governor, Lt Gen AK Singh (Retd), today held a meeting with the Chief Secretary and senior officers of the Administration at Raj Niwas. He complimented them for their performance and their contribution towards running a smooth Administration. Extolling them, he stated that some departments have done good performance and urged them to continue their good work while some departments need to put in greater effort.
The Lt Governor also emphasised on the need for providing better training to the subordinate staff, and asked the Chief Secretary to work out some mechanism to have special training programmes at UT level.
He said there should be a passion for moving forward and think beyond the routine. Citing examples, he said proposals for most of the development projects have emanated from the top, whereas such proposals should have emanated from the Departments. He directed the Secretary level officers for adopting a pro-active approach for development works and meeting the aspirations of the people.
Underscoring the need for better synergy between departments, he stated that in order to meet the aspirations of the people and provide good governance, departments should work in close coordination. “We should all be pulling in one direction, and the direction is to take Andaman forward”, he said. Once a decision is taken all should come together and focus on the work. The Lt Governor pointed out the undue delay in movement of files, which he said needs improvement. He asked the Chief Secretary to ensure that a file movement slip be placed on all files and no officer/department should delay the file beyond 7 days.
Turning to public dealing, the Lt Governor wanted that Secretary and Director level officers should deal with the people with politeness and compassion. The officers should interact with the people and address their issues and problems with positivity, as the people are approaching them with high expectations. He also directed the Chief Secretary that every month one department should organise a media interaction programme. He further directed the Secretary and Director level officers to visit the people on ground by undertaking tour programmes to outer islands so that problems and issues of the people can be resolved on the spot as far as feasible. The Citizens Charter needs to be strictly enforced/followed.
The Lt. Governor concluded by stating that our Prime Minister, Shri Narendra Modi’s vision is to provide good governance and make the fruits of development and other Central Govt and UT Administration programmes reach the common man/woman. We should all work with passion to realise this vision.
