The Randomization of Polling Personnel has been done successfully in the presence of contesting candidates and representatives of political parties at the Conference Hall of Director, Panchayat and Municipal Elections (Office of the Deputy Commissioner, South Andaman). For the purpose, a special software was designed so as to ensure that all Presiding Officers are posted out of their respective Tehsils and other Polling Personnel, out of their respective Zilla Parishad constituencies. At present, these Polling Personnel have been allotted to various Returning Officers and their Polling Stations will be decided on 19/09/2015 at the time of distribution of polling materials.
The Randomization of Electronic Voting Machines has also been done simultaneously. For PBMC elections, 300 EVMs were identified. Out of these, 20 EVMs have been kept reserved for training and 96 EVMs for polling. Remaining have been randomized ward wise. The final preparation of these machines will be done on 16/09/2015 at 10.00 AM in the Auditorium of JNRM College. Contesting candidates and their representatives are invited to be present for the same.
The work of distribution of postal ballots is being done by all Returning Officers to the polling personnel of their respective constituencies. It has been decided to issue and collect postal ballots till 17/09/2015 by the Returning Officers. All Returning Officers are instructed to continue issuing postal ballots accordingly and get the additional postal ballots printed if it is required.
The second phase of training of Presiding Officers/Polling Personnel is being conducted on 13th & 14th Sept., 2015 at DBRAIT. All concerned are required to attend the same without fail.
The night patrolling by the Senior Officers of the District Administration has been yielding good results. A few cases of violation of Modal Code of Conduct have been noticed and immediate action has been taken against the violators. A few bars have also been found committing some irregularities and appropriate action being taken against them. All candidates are once again appealed to strictly adhere to Model Code of Conduct. All bars and liquor shops are directed to strictly follow the rules and maintain proper records, otherwise their license may be cancelled.
The teams constituted for preventing the violation of Model Code of Conduct have been keeping constant vigil. Total 2202 (Two Thousand Two Hundred Two only) & 208 (Two Hundred Eight) number of defacements have been removed from Public & Private property in South Andaman District & North Andaman District respectively. The general public and others are appealed to report any case of violation of Model Code of Conduct to Election Cell on 03192-238881 and 03192-240127.
