Port Blair, Aug 25: On the sixth day of filling of nominations for Panchayat & Municipal Elections, 2015, total 608 nominations were received for various posts. 32 nominations were filed for Zilla Parishad, 51 each for Panchayat Samity Member and Gram Panchayat, 442 for Gram Panchayat Member and 32 for Municipal Wards. Till date, altogether 1107 nominations have been received for various constituencies.
To bridge the communication gap in receiving the details of nominations timely from concerned Returning Officers, VHF facility of Police Department is also being used for collection of the same.
All Returning Officers and Presiding Officers are informed that adequate care needs to be taken while dealing with electoral roll as it is an essential and equally important component in the process of election. Accordingly it is instructed that the electoral rolls which will have supplementary roll along with the mother roll be scrutinized properly and deletions in the supplementary roll may be first taken into account while verifying the eligibility of any elector prior to issuance of postal ballot. A necessary instruction to this effect is also given to all Presiding officers while using electoral roll in polling stations.
A SMS based facility has been developed to facilitate the voters to know their name, polling station details and voters serial number etc. by typing his/her 10 character EPIC No. e.g. “PRI122868” and sending SMS to 9434289934.
Keeping in mind a large number of requests for exemption from election duty it is made explicitly clear that such requests shall be considered in genuine cases and extraordinary circumstances only. To ascertain genuine cases of exemption on medical ground, such requests will be referred to medical board for examination and the outcome will be forwarded to parent department for keeping the employee’s service records. It is also informed that necessary entries shall be made in the service book/APAR of the employees who will violate the order of election duty.
Two new committees have been formed viz. Media and Verification of Electoral Rolls. The committee formed for verification of electoral rolls shall be scrutinizing the electoral rolls and finalize the electoral rolls since addition of names due to dispossession of electors during delimitation are still going on. The media cell shall disseminate the information to the print and electronic media on daily basis. The claims and objection received for modification of electoral rolls will be scrutinized and updated information have been uploaded on www.and.nic.in.
A four member committee has also been constituted to review the tenders and other activities being done by the Departments so as to insure strict compliance of Model Code of Conduct. The MCC teams have been advised to videography the proceedings at the office premises of the concerned Returning Officers during filling and scrutiny of nominations, said the Additional District Magistrate, South Andaman in a release.
