Port Blair, Aug 21: In compliance of the directions issued by the Election Commission (UTs) the following instructions are being issued with respect to Personnel Management.
All Officers/officials related to election duties including police personnel shall be deemed to be on deputation of Election Commission during election process.
In order to conduct free, fair and transparent election, it is important that the Presiding Officers do not belong to the area assigned for duty so that they are buffered from local pressure and influence and accordingly has directed rotation of officials to be done in cases of Presiding Officers either inter-District / Tehsil-wise. Accordingly, appointment of staff on election duty shall be done in terms of said directions by adopting randomization process.
The randomization for Tehsils of Port Blair, Ferrargunj, Little Andaman and Campbell Bay shall be done in the office of the Director Panchayat and Municipal Elections (DPME) (Deputy Commissioner, South Andaman) while that for Diglipur, Mayabunder and Rangat Tehsil shall be done by DEO, N&M Andaman (Deputy Commissioner, N&M Andaman) at Mayabunder.
For the purpose of randomization, the software developed by the office of DPME shall be used.
There will be three stages of Randomization. In the First stage, required number of polling personnel shall be identified for the district. The place of appointment shall not to be disclosed. Polling personnel will know whether he/she is a Presiding Officer or a Polling Officer, the venue and time of training.
In the Second stage,Polling parties shall be formed and assigned to each Returning Officer alongwith 20 percent reserve. At this stage only the Returning Officer will be known to the polling official. Polling Station or the appointment status(regular or reserve) will NOT be known. The second randomization shall carried not before six to seven days from the day of poll. The day of Poll has ben declared as 20th September 2015.
In the Third stage Orders will be kept in sealed cover to be opened by the Returning Officer at the distribution centre at the time of dispersal of Polling Parties to the Polling Station on 19.09.2015. However polling officials assigned to distant and difficultly accessible polling stations shall may be informed on 18.09.2015 to report for collection of Polling Materials.
The first round of training on 26th, 27th August, 2015 for Panchayat election and 29th August, 2015 for Municipal election. The Presiding Officers who are presently posted at Campbell Bay, Nancowry and Little Andaman shall be given training at Port Blair while the polling officials presently posted at L/Andaman shall be imparted with training by the Master Trainers at Little Andaman. The staff drafted from Nancowry and C/Bay Tehsils shall be imparted with training on the aforesaid dates at Campbell Bay by the Master Trainers of Campbell bay.
In case of North & Middle Andaman, staff drafted for election duty shall be imparted with training at respective Tehsils by Master Trainers on the aforesaid dates.
The pattern followed in the first round of training shall be continued in the second round of training also on 13th September 2015 from 1430 hrs onwards & 14th September 2015 from 1000 hrs onwards for Panchayat election and on 14th September 2015 from 1430 hrs onwards for Municipal election.
Appointment orders have been issued to the staff on election duty for Polling Stations of South Andaman District and Campbell Bay Tehsil.
Needless to mention that, if any Officer fails to attend training/perform the tasks assigned to them, penal action,both Civil as well as Criminal will be taken against him/her.
Persons on election duty are entitled for voting through Postal Ballots. Accordingly staff placed on election duty is requested to approach concerned Returning Officer on 10th and 11th September 2015 in their offices. List of Returning Officers have been published. However in case of any doubt interested persons are requested to log on to @ http://dp.and.nic.in/stateelection For the same.
It is made abundantly clear that no changes in the appointment order shall be entertained. Accordingly all concerned are requested not to approach this office for exemption or substitution.
