Port Blair, Oct 06: The Non-Gazetted Govt. Officers’ Association has expressed concern over the undue delay in the settlement of pension cases in a number of departments under the Andaman and Nicobar Administration. In a resolution adopted in the Central Secretariat Meeting of the Association held at Crusade House, Phoenix Bay, Port Blair today (06.10.2014), the Association noted that despite repeated orders and instructions of the Govt. of India and A & N Administration, the pensionary benefits are not being disbursed to the retiring employees on the last working day of their services.
The meeting further noted that there is undue delay in extending the financial upgradation under the MACP Scheme to the eligible employees on one reason or other. Employees have to approach the department concerned repeatedly for clearing their MACP cases. In certain cases, despite issuing the orders granting the financial benefits under MACP, pay fixation and drawing and disbursing the arrears are delayed on frivolous grounds by the Heads of Offices and DDOs concerned.
The Central Secretariat meeting further observed that promotion cases of the employees are not being processed by the concerned Heads of Departments. Promotion is delayed for years together in several cases due to lack of initiatives on the part of the officials dealing with the promotion cases in the department concerned.
The resolution called upon the Andaman and Nicobar Administration to review the Pension, MACP and promotion cases of employees working under the Administration and issue stern warnings to the authorities concerned for causing undue delay in settling the above cases as the delay in such cases put the employees into unnecessary harassment and hardship besides denying them their legitimate rights.
