Port Blair, July 27: An IRBn Jawan died in a road accident yesterday. According to reports, the accident occurred last night at around 10.10 pm infront of SBI Bank of Chouldari when the IRBn Jawan in Bike collided with a Truck of Electricity Department.
The IRBn Jawan, Pankaj Biswas, reportedly suffered severe head injuries but neither the driver nor Electricity Staffs on the Truck took the Jawan to Hospital. Even there were public, who saw the accident but did not come forward to help the Jawan.
Later the information reached nearby Police Station at around 10.20 pm and by 10.30 pm, help reached. But when the patient was taken to Hospital, Doctor declared him dead.
It is worth mentioning here, In case of Parmanand Katara Vs Union of India in Criminal Writ Petition No. 270 of 1988, the Supreme Court had observed that every injured citizen brought for medical treatment should instantaneously be given medical aid to preserve life. The effort to save the person should be the top priority not only of the medical professional but even of the police or any other citizen who happens to be connected with the matter or who happens to notice such incident or a “Situation”.
Sadly in this case people preferred to stay away from the victim and delay in reaching help might have resulted in his death. The Jawan was married a few years back and probably has a kid.
It has been learnt that a case has been registered only against the driver in this regard. But for Andaman Sheekha and every responsible citizen out there, on moral ground, everyone present at the spot will always remain guilty.
