Port Blair, Nov 05: Mr. Bishnu Pada Ray, the lone Member of Parliament of Andaman and Nicobar Islands has lauded the public friendly approach of the Lt. Governor of Andaman and Nicobar Islands, Lt. Gen (Retd) A K Singh.
Addressing a press conference at MP Bhawan on Monday, Mr. Ray said that in the recent decisions and of the Lt. Governor it has become clear that the Administration is now serious about removing corruption from local society and providing a people friendly administration for public.
Mr. Ray also informed that the proposed procedure in Recruitment 422 teachers under Directorate of Education will be on purely basis on the Merit list. The earlier pattern of selection according to which 10% marks earn marked for personal interview keeping in view the possible manipulations in selection process. Similarly unlike before, the application form for the posts can be obtained from the nearest Senior Secondary School. In additional another laudable decision is submission of self attested documents along with application by the applicant instead of Gazetted officer attested documents.
Mr. Ray also informed about the plan to introduce the single window system for obtaining funds from LG Relief fund which will facilitate the Islanders while talking to the scribes at M.P Bhavan today.
Mr. Bishnu Pada Ray, Member of Parliament, Andaman and Nicobar Island pursued to have a meeting with the top officials of the Administration and accordingly a meeting was convened at 10:30 AM on 1st of November 2013 in Raj Niwas under the Chairmanship of the Lt. Governor, A & N Islands, wherein Mr. Bishnu Pada Ray, M.P, Chief Secretary, Principal Secretary (Health & Education), Commissioner – Cum – Secretary (PWD/UD) and other senior officers of A & N Islands Administration were present. Many issues were elaborately discussed and directives were issued.
In regard of the uniformity of the transfer policy, it was decided that the Chief Secretary will constitute a committee to analysis the entire scenario including the geographical condition of the different part of Islands to identify the difficulties being faced by the Govt. Officials in the ground level for declaring the zone as very hard area, hard area and soft area for fixation of tenure period for the different zone. It has been also decided that freshly recruited will be posted in out stations after their appointment, Mr. Ray explained.
He also informed that In regard to re-employment of 151 No’s retrenched part time employees of education department, the LG has directed the Principle Secretary, Education to ensure that the formal communication of their engagement should be issued by First of December, 2013.
He also added that in the matter of establishment of Medical College, the Principle Secretary, Health conformed that a proposal has already been sent to the Govt. India. In the meeting, it was also decided to arrange all the faculties from the Tamil Nadu Govt. and from the AIIMS to run the medical college in A&N Islands for the benefits of the Islanders.
He further raised the matter of delay in release of financial assistance to needy referred patient of the G.B. Pant Hospital and it was decided to set up a separate kiosk in the G.B. Pant Hospital premises. So, that referred patient who are admissible and desire financial assistance from the L.G relief fund may submit their claim for speedy process and for sanction of relief within 15 day.
In the matter of percentage of BPL announced by the Govt. of India, in the meeting, it was observed that declaration of ratio of BPL percentage 1% is due to paper mistake. Since, the ratio is not correct, the L.G has directed the administration to review the entire issues and afresh proposal to be sent to the Govt. of India for reconciliation Mr. Ray added.
He also explained that In the matter of compensation against submerged land, it was informed that the quantum of compensation of Rupees 18 lakhs proposed by the administration has been turned down by the MHA.
As per Prime Minister/Home Minister the compensation should be given as per land acquisition Act, 2013 raised by MP. LG agreed to send the proposal to the ministry afresh. It was also decided that alternate land to be identified by the Chief Secretary and allotment of land will be given who haven’t taken compensation against sub-merged land.
He concluded the press conference while speaking on the matter of construction of Sluice gate in which he informed that it has been decided to undertake the construction work of Sluice gate by the APWD.
The commission- cum – secretary (PWD/UD) will conduct the physical survey for construction of Sluice gate. Regarding Rutland piped water fresh tender will be called for laying Submarine pipe line he added.
