Sri Vijaya Puram, Sept 29: Pradhan of Gram Panchayat Chainpur, Mr. Johnson Kerketta, has sought the intervention of the Lieutenant Governor of the Andaman and Nicobar Islands for resolving the long-pending basic infrastructure and development issues of Hanspuri Village. A detailed representation has been submitted seeking time-bound action on various matters pending before different departments.
According to the Gram Panchayat, the EAI Study for the Hanspuri Road has been completed and the DPR has also been prepared. The work has reportedly been awarded to M/s Redian Company, Kolkata, while the major pending requirement at present is Forest Clearance. The Panchayat has requested that necessary directions be issued to the concerned departments to expedite the Forest Clearance process so that road construction can commence without further delay.
The issue of electricity supply in Hanspuri has been highlighted as one of the major concerns. According to the Panchayat, the village has not received regular 24×7 electricity supply since 1987. At present, electricity is reportedly available for approximately 7 hours a day — from 4:00 AM to 6:00 AM and from 5:00 PM to 10:00 PM.
The Panchayat has requested a technical feasibility survey for installation of a Power Transformer at Pudumadurai and extension of a suitable electricity line/cable from Pudumadurai to Hanspuri, with the objective of providing permanent 24×7 electricity supply. The representation also refers to electricity line/cable arrangements made in other remote areas and requests that a similar arrangement be technically examined for Hanspuri.
The representation also raises concerns regarding the proposed dependence on a private diesel-based power house for supplying electricity to Hanspuri. According to the Panchayat, diesel would have to be transported to Hanspuri by boat through the sea route. During bad weather, strong winds or adverse sea conditions, transportation may be affected, potentially resulting in prolonged power interruptions.
The Panchayat has therefore requested that, instead of relying solely on a diesel-based private power house, a permanent and reliable cable/line-based electricity arrangement be examined and implemented for Hanspuri. Three new classrooms and four staff quarters sought for GMS Hanspuri, The Gram Panchayat has also raised several pending requirements concerning GMS Hanspuri. These include the construction of three new classrooms, four additional staff quarters, development of a playground and provision of a drinking water tank. According to the representation, there is a shortage of residential accommodation for teachers posted at the school. The Panchayat has requested construction of proper staff quarters to provide teachers with basic residential facilities. The development of a proper playground has also been sought for the physical development and sports activities of schoolchildren.
The Panchayat has stated that although computers are available at GMS Hanspuri, the absence of adequate daytime electricity supply prevents students from making proper use of them. The representation also mentions the need for a replacement Computer Teacher following the transfer of the previous teacher. The Panchayat has requested reliable electricity supply during school hours so that existing computers and digital/smart classroom facilities can be effectively utilized.
The Panchayat has also sought the appointment of an additional Male Health Worker at the Hanspuri Sub-Centre and strengthening of the healthcare facility. According to the Panchayat, Hanspuri is a remote and difficult-to-access village, and health workers have to travel considerable distances to reach households. During the rainy season, such visits become particularly difficult. The Panchayat has also requested that the feasibility of upgrading the existing health facility into a Community Health and Wellness Centre be examined, considering the remote location and accessibility challenges of the village.
The Gram Panchayat has requested the Lieutenant Governor to issue necessary directions regarding Forest Clearance for the Hanspuri Road, 24×7 electricity supply, extension of the electricity line from Pudumadurai to Hanspuri, school infrastructure, drinking water, healthcare and other essential facilities.
The Panchayat has also requested all concerned departments to review the previous letters and proposals submitted by the Gram Panchayat and provide a proper Action Taken Report. Pradhan Mr. Johnson Kerketta stated that the people of Hanspuri have been waiting for these basic facilities for many years and that the Gram Panchayat has repeatedly raised the issues with the concerned departments.
The Panchayat has expressed hope that intervention at the higher administrative level will help expedite the pending works and improve access to road connectivity, electricity, education, healthcare, drinking water and other essential basic facilities for the people of Hanspuri.
