Port Blair, June 28: With reference to the news item appeared in ‘Andaman Sheekha’ on 27th June 2013 expressing apprehension about rejection of applications on account of submission of ‘provisional certificates’ and inability of certain candidates to register their applications due to non-receipt of original pass certificates for 12th standard from CBSE/ NIOS/ University, the Secretary Personnel today issued a clarification, which failed to address the main issue.
In his clarification the Secretary Personnel clarified that on-line registration does not prevent any candidates to register their application due to non-receipt of original pass certificates as the candidates have to enter the serial number of original /provisional pass certificate at the appropriate space provided for the purpose.
“It is clarified that the candidates can register their application either by using the original pass certificate or with provisional certificate in case their original certificates are still to be issued by the respective Board/ university,” the clarification said.
But the main issue, which is whether the students with provisional certificate be issued Admit card or whether their candidature will be considered, has not been mentioned.
It has learnt from insiders that though the applications will be accepted now but in later stages the applications with provisional certificates will be rejected as it happened last time. Therefore the meaning of issuing a clarification carries no meaning.
Moreover, if the Lt. Governor wants Andaman Sheekha is ready to disclose name of a few candidates (only to the Lt. Governor) whose application was not accepted by the Personnel Department, who had gone to submit the same (hard copy) after applying online. However, today their applications were accepted. Why this double standard? Is this an effort to show the Lt. Governor that all is well, although things are other way round?
Why can’t the personnel department issue another press note, clearly saying that the when candidates with provisional certificate can apply online, they will also be issued Admit Card? Why this point was not clearly mentioned?
The matter was also taken up by Mr. Kuldeep Rai Sharma, President of PCC and the Lt. Governor is also concerned about this matter, it is learnt, but instead of making sure that the candidates with provisional certificate get Admit Card for the LGC exam, this is sad to see that the Personnel Department has issued such confusing clarification.
