Sri Vijaya Puram, Aug. 13: The Andaman & Nicobar Administration has invited Expressions of Interest (EoIs), on a No-Cost, No-Commitment (NCNC) basis, from reputed hyperscalers, cloud service providers, AI infrastructure companies, data-centre developers and operators, marine-engineering companies, renewable-energy companies, sub-sea connectivity providers and other technically qualified entities, either individually or as part of a consortium, for exploring the feasibility of establishing a Private Sector-led Green AI/Data Centre Vertical in Great Nicobar or Little Andaman in the Andaman & Nicobar Islands.
The potentially feasible locations are as follows: –
A. Little Andaman : Hutbay Sea Area, Netaji Nagar Sea Area
B. Great Nicobar : Campbell Bay Sea Area, Anderson Bay Sea Area, Vijay Nagar Bay Sea Area, Gandhi Nagar Bay Sea area.
The proposed initiative is intended to explore the development of a future ready, energy-efficient and environmentally sustainable digital infrastructure ecosystem leveraging the strategic location and natural advantages of the Islands, including access to seawater, potential for renewable-energy integration, submarine optical-fibre connectivity and proximity to important Indo-Pacific maritime routes.
The proposed Green AI/Data Centre Vertical may include, inter alia:
• Hyperscale and/or AI-focused data-centre infrastructure;
• GPU and high-performance computing infrastructure;
• Cloud computing and sovereign digital infrastructure;
• Renewable-energy-powered data-centre operations;
• Seawater-based or other innovative cooling systems;
• Freshwater-free cooling solutions;
• Waste-heat recovery and potential utilization for low-temperature desalination or other productive applications; and
• Submarine and terrestrial digital connectivity
The purpose of the EOI is to enable interested private-sector entities to
undertake a preliminary assessment of the technical, economic, environmental, operational and strategic feasibility of such an initiative, including the potential locations in Great Nicobar or Little Andaman, infrastructure requirements, power demand, cooling architecture, digital connectivity, environmental safeguards, regulatory requirements and possible investment models.
The proposed initiative is intended to be private-sector led. The Government / Administration’s role, subject to applicable laws, policies, approvals and statutory requirements, would primarily be to facilitate coordination and provide appropriate institutional support in matters relating to land, power, connectivity, statutory clearances, environmental safeguards and other enabling infrastructure, as may be considered feasible.
This EOI is issued purely for the purpose of market sounding, technology assessment, feasibility evaluation and identification of potential private-sector interest. It does not constitute a tender, request for proposal, offer, commitment, assurance or promise of any award, concession, financial support, land allotment or other commercial benefit by the Administration.
Participation in this EOI shall be entirely on a No-Cost, No-Commitment
(NCNC) basis. Each participating entity shall bear its own costs and expenses associated with the preparation and submission of its response, preliminary assessments, consultations, site visits, technical studies or any other activities undertaken pursuant to this EOI.
The proposal should reach the Office of the Secretary (IT), Andaman & Nicobar Administration within 45 days from the date of publication of this EOI. The information and proposals received in response to this EOI may be assessed by the A&N Administration for the purpose of understanding the market, assessing technological and commercial viability, identifying suitable development models and determining the desirability of proceeding with further studies or a subsequent procurement, partnership or investment facilitation process.
The A&N Administration reserves the right to seek further information, hold consultations with interested entities, undertake independent assessments, modify the scope of the proposed initiative, or decide not to proceed with the initiative, without assigning any reason and without any liability towards any participating entity.
