Sri Vijaya Puram, Aug 13: State Youth President of Hindu Rashtra Shakti, Andaman and Nicobar Islands, Mr. Angshuman Roy, has urged the A&N Administration and Police Department to constitute a Special Monitoring and Enforcement Team to ensure the proper use and display of the National Flag during the Independence Day celebrations and the Har Ghar Tiranga campaign.
In a representation addressed to the Lt. Governor, Director General of Police and Deputy Commissioner, South Andaman, Roy requested that the proposed team monitor public places, markets, schools, government premises, rallies, Tiranga Yatras and other major gatherings to ensure compliance with the Flag Code of India, 2002, and applicable laws.
He emphasized that while citizens should be encouraged to participate enthusiastically in Har Ghar Tiranga, the National Flag must be treated with due honour and dignity. The proposed monitoring team may particularly look into instances of the Tricolour being used as clothing, costumes, uniforms or articles of dress, or as decoration, drapery or table covering. Attention may also be given to preventing the flag from touching the ground or floor and ensuring that damaged, torn or soiled flags are not improperly displayed or disposed of.
Roy further urged the authorities to advise political parties and organisations to ensure that no political or organisational flag is displayed above, higher than or in a manner that diminishes the position of honour of the National Flag during public functions, rallies, Tiranga Yatras and other programmes.
He also requested the establishment of a dedicated National Flag Protection Control Room/Public Complaint Cell during the Independence Day and Har Ghar Tiranga period. According to the representation, citizens may be provided with telephone, WhatsApp, email and online complaint facilities to report suspected misuse or improper display of the National Flag, along with photographs or videos and details of the location, date and time.
The representation suggested that complaints received through these channels should be registered with reference numbers and forwarded to field teams for verification. It also stressed that photographs and social-media complaints should be properly verified before punitive action is taken, so that genuine public participation is not discouraged by false or misleading complaints.
Roy also called for a public-awareness campaign through newspapers, television, radio, social media and public announcements to educate citizens about the correct manner of displaying, handling and respectfully disposing of the National Flag.
He stated that the proposed initiative should not discourage citizens from proudly displaying the Tiranga, but should ensure that the spirit of Har Ghar Tiranga is accompanied by respect, dignity and responsibility towards the National Flag.
Roy requested the authorities to consider the constitution of the Special Monitoring and Enforcement Team and establishment of the dedicated Public Control Room so that reported instances of misuse or improper display of the National Flag can be promptly verified and appropriate action taken in accordance with law.
