Port Blair, Apr 08: In pursuance of the judgment/order dated 22/01/2007, passed by the Hon’ble High Court of Calcutta, Circuit Bench at Port Blair in M.A.T. No. 25 of 2006-(Smti. Parul Debnath & others-Vs-Union of India & others) and affirmed by the Hon’ble Supreme Court vide its judgment/order 06/05/2009 in SLP (C) No. 10496 of 2007-(Union of India & others–Vs-Union of India & others), the services of 325 eligible Home Guards were regularized with retrospective effect against the supernumerary posts created by the A&N Administration with the approval of the Govt, of India vide Order No.3390 dated 03/11/2009.
After scrutiny of their past service details, the arrears of back wages, which includes Basic Pay, Grade Pay, DA, SCA, IR, ISDA, TA and WA, amounting to Rs. 12.44 Crore has already been paid to all the 325 regularized Home Guards during the month of April, 2010.
House Rent Allowance is being granted on the receipt of the prescribed declaration from the individual regularized Home Guards. Till date, 229 regular Home Guards have been granted the House Rent Allowance.
Further, Identity Cards have been issued to more than 278 of them. The process of updating their GPF Ledger/Pass Book is being undertaken on a regular basis.
As regards the admissibility of HRA, Ad-hoc Bonus, ACP/MACP with retrospective effect and the up-gradation of regular Home Guards from Group-D to Group-C, it is informed that the matter has been referred to Ministry of Home Affairs by the A&N Administration for obtaining clarification on certain service related issues. On receipt of the said clarification, these issues will be settled on priority, a release issued by Commandant Home Guard said here today.
