Port Blair, Aug 03: The Andaman and Nicobar Administration vide notification dated 26″ July 2017 has amended the Andaman and Nicobar Islands Land Revenue and Land Reforms Rules 1968, and the major changes are Land use Committee has been constituted with (a) Chief Secretary as Chairman, (b) Principal Chief Conservator of Forest, (c) Principal Secretary/Secretary (Revenue), (d) Secretary (Tourism), (e) Secretary (UD) (f) Deputy Commissioner of area concerned, (g) Country and Town Planner as members and (h) Deputy Secretary (Revenue) as Member Secretary. All the diversion cases above 500 sqmts will be taken up by the said committee.2. From now on, the tenant should compulsorily develop the land /project in full shape, as per the Detailed Project Report (DPR) submitted at the time of applying for diversion within a period of 03 years from the dale of diversion. If the applicant fails to do so, then penalty (as notified separately) shall be imposed by the SDO immediately on the date of lapse of window period and recorded as encumbrance in the land records (ROR) till the tenant clear his dues. The penalty will increase on year to year basis by 100%3. The applicant shall not transfer the land within 10 years from the date of diversion. If the applicant wants to transfer the interest of the land without executing the project/plan within 10 years from the date of conversion then the advantage of land conversion shall not be transferable and the land shall be transferred on with its original land classification.4. Form A (Application for diversion) has also been changed and accordingly format of affidavit to be submitted has been modified and parties are directed to apply in the same.Interested parties are hereby informed of the above said changes and may contact the office of the Sub Divisional Officer (South Andaman) to know the status of their applications and to file additional documents Cases completed will be placed before the Land use committee for consideration/appropriate decision, a release from Sub Divisional Officer South Andaman said here today.
