Port Blair, Dec 16: Smt Minati Biswas, Adhyaksha, Zilla Parishad, South Andaman recently on a tour to New Delhi from Dec 8-11, 2015 alongwith Mr Bishnu Pada Ray, Member of Parliament, Smt Sheela Singh, Chairperson, PBMC, Smt Prababhati Biswas, Adhyaksha, Zilla Parishad, N&M Andaman, Smt Seema Sarkar, Pramukh, Little Andaman and Mr Shyamal Mondal, Pramukh, Diglipur attended the 4th Finance Commission Meeting at Vigyan Bhawan, New Delhi on Dec 9, 2015.
She has submitted a Memorandum to Shri Ramesh Narayanaswamy, Chairman of the Commission requesting to increase the fund to the 3-tier PRIs to fulfil their main responsibility such as providing of infrastructures, rural roads, rural water supply and sanitation and other services. For this purpose, the devolution process of 29 Subjects with Fund, Functions and Functionaries as per 11th Schedule are to be completed soon. Other issues like regularisation of DRMs in various departments, providing promotional avenues to the Panchayat Secretaries, increase of honorarium of PRI Members, supply of adequate treated water to the residents, c/o protection wall to protect the land of farmers from erosion, C/o classrooms, kitchen sheds, halls, laboratories, libraries, toilets at various schools, providing of community toilet blocks, maintenance of Anganwadi Buildings/hostel buildings, implementation of irrigation schemes etc were also raised during the said meeting.
After hearing the delegation, the Chairman, 4th Finance Commission for UTs assured to provide adequate funds i.e. 35% of total Annual Plan to the Local Self Government bodies.
