Port Blair, Nov 12: The Personnel Wing of the Andaman and Nicobar Administration is presently facing difficulties in transferring certain blue-eyed employees of a few departments. Several occasions in past the transfer order is released but the employees do not follow the orders and keep themselves stationed at their favoured station.
Upon enquiry these employees usually give dozens of excuses making mockery of Islands’ Transfer Policy. In some cases the Head of Departments (HODs) themselves do not relive some selected employees and give excuse of shortage of skilled man power. Often HODs protect and guard certain employees from transfer as if without those staffs, the concern department will totally collapse.
The Personnel wing had issued repeated instructions to all the Departments, instructing them not to retain promoted and transferred employees in their departments but even after that most of the departments are continuing the same practice.
In the latest circular issued by the Secretary, Personnel on 16th of July 2013, the Secretary had instructed all the HODs to relieve all the transferred and promoted employees before 26.07.2013 but even after the circular many of the employees are still stationed in their earlier offices and haven’t joined their new offices at other locations. The circular stated that after 26.07.2013 action will be initiated against all such employees but even today things are almost same.
Non-reliving of certain candidates by the HOD’s of their respective department is clear case of favoritism towards certain employees and is not at all acceptable. Sadly many of the employees who are posted in the hard areas do not get relived because of these blue eyed candidates posted at Port Blair, do not join duties at new place of posting.
Andaman Sheekha contacted Mr. P. Krishnan, Deputy Secretary, Personnel Department to know why action has not been taken against such employees and HODs.
Talking to this reporter, Mr. P. Krishnan informed that a good number of such employees have now been relieved following the release of the circular but still there are many who are continuously giving excuses. “We cannot take action against them because they are all Government employees,” he said. He further added that the Department will request the employees once again to join their new place of posting. Public feel that the present Transfer Policy is nothing but a tool to harass and torture those government employees, who are doing their jobs sincerely but those who have links with powerful people, openly make mockery of this Transfer Policy. The million dollar question is why such double standard?
