Whereas, a communication has been received from the Superintendent of Police, South Andaman District, regarding the scheduled visit of the Vice President of India to the Andaman & Nicobar Islands on 08.08.2026 and 09.08.2026, during which he is scheduled to visit various locations within Sri Vijaya Puram, South Andaman District.
And Whereas, adequate security arrangements are required to be made for the visit of the Vice President of India and the operation of remotely piloted aircraft systems (RPAS)/drones and other aerial activities in the vicinity of vital installations, the VVIP’s place of stay and places of visit may pose a potential threat to security and public safety.
And Whereas, Purva Garg, IAS, District Magistrate, South Andaman District, satisfied that sufficient grounds exist for taking immediate preventive measures under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023 to ensure the maintenance of public order and the security of the VVIP during the aforesaid visit.
Now, Therefore, in exercise of the powers conferred under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, Purva Garg, IAS, District Magistrate, South Andaman District, hereby order as follows:
1. The flying, operation, or use of all types of Remotely Piloted Aircraft Systems (RPAS)/Drones, Unmanned Aerial Vehicles (UAVs), and any other similar aerial platforms, as well as all para-jumping/paragliding and other aerial recreational activities, is hereby prohibited in and around the following locations:
• Veer Savarkar International (VSI) Airport;
• Dr. B.R. Ambedkar Institute of Technology (DBRAIT);
• National Memorial Cellular Jail;
• Flag Point;
• Netaji Subhas Chandra Bose (NSCB) Island
2. This prohibition shall remain in force from 08.08.2026 to 09.08.2026 (both days inclusive), or until further orders, whichever is earlier.
3. Any person found violating this order shall be liable for action under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023, in addition to any other applicable provisions of law, including the relevant provisions governing civil aviation and unmanned aircraft operations.
4. Considering the emergent nature of the matter and the requirement for immediate preventive action, this order is issued ex parte and shall come into force with immediate effect.
5. This order shall be promulgated by affixing copies on the Notice Board of the Office of the District Magistrate, South Andaman District, and the District Court, Sri Vijaya Puram, and shall also be given wide publicity through the Directorate of Information, Publicity & Tourism, A&N Administration, and by publication in local newspapers having circulation in the district.
