
Mayabunder, Jan. 12: The Citizen Forum Billiground has issued a final ultimatum to the district administration, warning of an indefinite-period strike and Chakka Jam over the continued non-execution of construction work on National Highway-4 (NH-4) in North and Middle Andaman.
In a formal notice addressed to the Deputy Commissioner, North & Middle Andaman, the Forum stated that a critical public meeting was held at Billiground with overwhelming participation and unanimous support from residents and Gram Panchayats of Harinagar, Swadeshnagar, Basantipur and Shivapuram. The meeting discussed several long-pending civic issues, with primary focus on the deteriorated condition of NH-4, particularly the stretch from Thoraktang to Panighat Bridge (Austin Creek).
According to the Forum, the road condition has become unsafe and unreliable, severely affecting public safety, daily life, connectivity, access to essential services and overall regional development. Residents, commuters, patients, students and transporters are reportedly facing continuous hardship due to the prolonged delay in road construction.
The Forum alleged continued non-performance, unreasonable delays and irregularities in the execution of black-top road construction works, stating that despite repeated representations over the past eight years, no effective or visible remedial action has been initiated. It further claimed that assurances were repeatedly given, but the work failed to progress satisfactorily.
As a final democratic measure, the Citizen Forum Billiground announced that an indefinite agitation will begin from January 21, 2026, and will continue until NHDCL initiates black-top road construction work. The Forum has demanded immediate commencement of construction on priority along the Thoraktang–Panighat Bridge stretch, calling the demand non-negotiable.
The Forum has also sought disclosure of records related to road work progress, funds released so far, and construction materials stocked at various sites. It insisted that any discussion be held only with senior officials not below the rank of Executive Director, along with the General Manager of NHDCL.
The Forum warned that the agitation would remain peaceful, democratic and non-violent, but firm and continuous, and stated that the communication should be treated as a final notice issued in the larger public interest.
