Port Blair, Mar 17: As part of the final preparations for the ensuing Lok Sabha General Elections-2024, final round of sensitization cum training workshop was held today at TGCE auditorium for the Model Code of Conduct & Election Expenditure Monitoring teams comprising of Flying Squad, Static Surveillance, Video Surveillance and Video Viewing teams.
Initiating the training, the SDM/Nodal Officer (MCC), Mr. Vinayak Chamadia, IAS underlined the various points to be borne in mind by the Teams for ensuring free and fair elections. He stated that since elections have been declared, the MCC has come into force and thus Teams particularly Flying Squad and Static Surveillance Teams should start functioning from today itself. These teams should get themselves active in cVigil App to monitor receipt of any MCC or EEM related complaints forwarded to them for immediate action. The Teams should also start sending their daily activity report in the prescribed performa.
He further stated that these ground teams play a key role to prevent/restrict the inducement that influences the voters thus paving the way for the conduct of elections in a free, fair and transparent manner. He urged the teams to work in close coordination for the effective implementation of MCC, which has become effective with the announcement of Lok Sabha General Election-2024.
Mr. M. Mohammed Ashraf, Nodal Officer Training on Election Expenditure Monitoring briefed the participants about their roles in the election expenditure machinery deployed by the Commission. He also distributed the various reporting formats and explained in detail about them. The SoP pertaining to Seizure of any Cash, Liquor or any freebies used for inducement of voters were also explained. The Teams were sensitized about the important responsibility they carry to ensure a free and fair election.
Mr. Amar Kumar Singh gave a brief overview of the Election Seizure Management System (ESMS) through video files and about C-vigil app through Power Point Presentation.
