Diglipur, Sept 04: It has been a couple of years now the owners/stakeholders of land in a number of villages under Diglipur Tehsil not having Minimum reference Circle Rate have been facing severe inconveniences.
According to information, the A & N Administration issued an Order vide No. 274, 19 F.No.3-21/SR/Stamp Duty/2015, dated 22nd Oct. 2019 to fix Minimum reference Circle Rate for purpose of effecting transfer of interest in land/immovable property by way of conveyance/gift/exchange etc in various areas of the Union Territory of A & N Islands with immediate effect in the year 2019 and which is in force. But, a number of villages like Sitanagar, Krishnapuri, Keralapuram, Sagardweep, Vidyasagarpally etc coming under Diglipur Tehsil were left out in fixing the Minimum reference Circle Rate for their land. As such, the stake holders aren’t in a condition to dispose of/transfer of interest in land/immovable property by way of conveyance/gift/exchange etc in order to meet their financial crisis/requirement. Talking to Andaman Sheekha Daily, a senior citizen, on condition of anonymity said, “I want to sell my land and go to mainland for my own treatment; but I am not in a position to dispose of my land because the minimum circle rate of land for our village hasn’t been fixed yet, and hence I am not able to proceed to mainland.” Another woman said that she purchased a parcel of land by virtue of a mere Sale Agreement in Sitanagar village about five years ago, but the registration of her purchased land hasn’t been executed till date as the village hasn’t been brought under the purview of Minimum reference Circle Rate yet, she alleged.
Notably, in response to the invitation in respect of the Revenue Department, A & N Administration’s simplification of the process of various services offered by District Administration, Mr. Dipankar Mistry, Pramukh, Panchayat Samiti, Diglipur submitted a plethora of suggestions through a letter addressed to the Chief Secretary, A & N Administration a couple of months ago in which he chiefly emphasized on Minimum reference Circle Rate for its incorporation in the simplification process and implementation thereunto.
Meanwhile, the veterans and the golden agers of good repute opined that the Administration should take initiatives to this effect and redress the problems being faced by the stakeholders due to non-existence of Minimum reference Circle Rate of certain villages under Diglipur Tehsil and elsewhere in Andamans.
