Port Blair, Sept 01: Mr. Paritosh Kumar Haldar, Ex-Member, A & N Pradesh Council (ANPC) has highlighted various issues related to Andaman and Nicobar Islands infront of the Home Minister of India. In his recent letter addressed to Mr. Amit Shah, the Home Minister of India, Mr. Halder demanded to reinstate A & N Pradesh Council, he said that the time has come now that Andaman & Nicobar Island should have a Union Territory Level Democratic Institution.
Further he demanded 100% Job Reservation for Islanders like that of Ladakh & “A & N Union Territory Cadre”. He said that the 100% Job Reservation for Islanders only, and simultaneously it is also requested to form “A & N Union Territory Cadre”.
He highlighted that the 127th Constitution Amendment Act, 2021, restores the power of the state to identify socially and educationally backward class (SEBCs) usually called OBCs. We the people of Andaman & Nicobar Islands are under our Hon’ble Home Minister. He informed that 37% quota in Govt. Jobs are reserved for children of people of Pre-1942 plus the Children of settlers’ of Posts -1942 in this Andaman & Nicobar Island Territory. It has been seen that the settlers have been deprived off like any things in Government Jobs since long.
He said that the settlers have been deprived off like anything for a long time. These settlers are both socially and educationally backward class (SEBC). Absolutely, they cannot compete with the children of the people of pre-1942 category. Earlier, of the total reserved 50% seats, 25% seats were allotted to the children of pre-1942 settlers and the remaining 25% seats were allotted to the children of post-1942 settlers. Later on, both the groups, i.e. pre-1942 and post -1942 settlers were merged together without informing the affected post-1942 settlers group, which is a very unfortunate decision.
In his letter Mr. Halder informed that the populations of post-1942 settlers are much larger than that of pre-1942 settlers. Time and again, the affected post-1942 settlers group has been shouting against this injustice. He said that the reserved quota both in government jobs as well as the seats allotment in educational institutions is in need to be bifurcated as per the percentage of their population ,but no suitable action has yet been taken in this regards.
Mr. Halder urged to do the justice , and the OBC reserved quota both in the Government Jobs and the seats in educational institutions may kindly be reserved as per the percentage of population in between Pre-1942 settlers and the other post-1942 settlers separately in this A & N Islands at the time of re-scheduling of OBC reservation quota based on the 127th Constitution Amendment Act , 2021.
He further demanded to regularize the Samagra Sheeksha contract teachers/ SSCT as permanent GTT: Many Samagra Sheeksha contract teachers/ SSCT have been working in the Directorate of Education since long. All of them are professionally as well as technically qualified, and were selected according to merit.
Ex-Member ANPC also demanded to fill up vacant posts in Administration: Vacant posts in different departments of the Andaman & Nicobar Administration are not being filled-up for the last 5 years and so.
