Port Blair, Feb 19: Mr. Jyotirmoy Bawali, the State General Secretary of Bhartiya Janta Party, Andaman and Nicobar Islands has demanded waiving-off the 1% labour welfare cess imposed on building construction by the Department of RD & PRIs, A & N Administration.
In a letter addressed to the Home Minister of India, Mr. Amit Saha, Mr. Jyotirmoy Bawali alleged that the department of RD & PRIs, A & N Administration is compelling the poor villagers to obtain building plan approval by paying 01% estimate cost of the building as labour welfare cess.
“The poor villagers constructing residential house with their hard earned money and it is very difficult for villagers to pay 01% of their building estimate cost to government, hence the rural population are very sad with Bhartiya Janta Party, due to anti villagers activities and conspiracy against the party,” he wrote in his letter to the Home Minister of India.
Further he also mentioned about the recent Gram Sabha meeting of several panchayats, in which the members of Gram Sabhas had opposed this move of RD Department.
He pointed out that due to engagement of Panchayat Secretary in other works, the Gram Panchayat works are badly hampered and the villagers are not happy with the present situation created by the Administration.
Mr. Bawali also pointed out that the local bodies viz Municipal, Zilla Parishads & Gram Panchayats have dissolved by the administration after completion of tenure and full power has been handed over to bureaucrats, nearly 04 months ago and till date administration has not shown any interest to conduct elections for local bodies.
He requested the Home Minister to direct the authority concerned to waive off 1% labour welfare cess impose on building construction imposed on farmers. He also requested the Home Minister to direct the administration to conduct local body elections.
