Sri Vijaya Puram, Feb 13: As per the call given by the Forum of Civil Pensioners Associations, New Delhi, Pensioners Associations all over the country conducted State level Mass Dharna on 13th Feb (13.02.2026) demanding (i) Withdraw the decision to categorize pensioners, Validation of Pension Rules and ensure parity in pension and (ii) To include pensioners in the Terms of Reference of 8th Central Pay Commission, etc.
In Andaman & Nicobar Islands, the Government Pensioners Association, Andaman & Nicobar Islands organized the Mass Dharna at Tiranga Park from 3.30 p.m to 6 p.m on 13th Feb.
Inaugurating the Mass Dharna, KG Das, President of the Govt. Pensioners Association criticized the government for differentiating the pensioners based on their date of retirement. He said that the decision to differentiate pensioners for granting Central Pay Commission benefits is an injustice to the senior citizens who spent better days of their lives working for the government.
Addressing the participants in the mass dharna, D. Ayyappan, former General Secretary of Non-Gazetted Government Officers Association said that while passing the Finance Bill 2025, the government surreptitiously included one Part (Part III) in Chapter V of the Bill to empower the government to differentiate the pensioners on the basis of their date of retirement for grant of benefits of central pay commissions. This has been done to overcome the Supreme Court verdicts in several cases of pensioners. The Supreme Court had in several cases ruled that the central government has no power to differentiate the pensioners for grant of pay commission of benefits.
Addressing the participants, SL Vinjit, General Secretary, Non-Gazetted Govt. Officers’ Association briefly explained the delay in constituting the 8th Central Pay Commission and shared the apprehension of government employees about the date of effect of the recommendations of the 8th CPC.
Pronob Banerjee, Vice President and R. Surendran Pillai and SP Kalairajan, Organising Secretaries of Govt Pensioners Association also spoke on the occasion. Suresh Lall, General Secretary of the Pensioners Association, was also present on the occasion. A large number of pensioners participated in the programme.
