Assistant Electoral Registrar fails to pay for vehicles, hired during 2010 elections

Diglipur, Apr 16: During 2010 General Panchayat elections the Assistant Electoral Registrar of Diglipur region had hired about 29 vehicles (four wheelers) for election duties.
But even after two long years the payment have not been cleared by the Tehsilder of Diglipur Region, who was designated as Assistant Electoral Registrar during 2010 elections.
According to vehicles owners, these vehicles were vigorously used during the 2010 elections and the usage ranged from 7 – 35 days.
Altogether nearly Rs. 20 Lakhs has to be paid for these vehicles but the payment is delayed for no reasons. ‘Missing of all bills’ is the only explanation the Tehsilder presently has.
The Vehicle owners of Diglipur had also met with the Chief Secretary to complain about delay in payment of their bills on November 2011 but thee issue remain unsolved.
“We fear that even before the next General Panchayat Elections our bills will not be cleared. Delay in payment means heavy loss for us as our money remains blocked with the Administration. We need early payment,” said a vehicle owner of Diglipur, who do not want his name to be quoted.
Meanwhile, even after repeated attempts, the Tehsilder of Diglipur Region could not be contacted over phone for a comment.
PRI members of Sivapuram Panchayat threaten mass resignations

Sivapuram, Apr 15: PRI members of Sivapuram Panchayat have threatened to resign en mass if works proposed by the Gram Sabha meeting are not cleared by the Technical Wing of N & M Zilla Parishad.
Addressing a press conference on Saturday, the PRI members of Sivapuram Panchayat alleged that the technical wing of N & M Andaman, Zilla Parishad is dictating terms over the PRI members and are not giving clearances to projects, which are proposed during Gram Sabha meetings.
The Press Conference was jointly addressed by Panchayat Samity Member Smti Ashrita Dung Dung ,Up Pradhan Smti. Kumudini Kerketta and the Sarpanch of Sivapuram Panchayat, Mr. V.S. Sarvana.
“We are public representatives and we know the problems of general public. But the technical wings want to sanction works, which are on their priority list. This is not Panchayati Raj System but is Officers’ Raj System,” Up Pradhan of Sivapuram Panchayat, Smti. Kumudini Kerketta said.
Smti. Ashrita Dung Dung, Sarpanch Mr. V.S. Sarvana and other PRI members alleged that situation is same in all the Panchayats of N & M Andaman.
The PRI members also demanded CBI inquiry against some staffs and officers of Zilla Parishad and Rural Department, who have gathered huge properties in last few years.
Eleven PRI members who were present during the Press Conference said that they have placed a note before the Pradhan and urged him to take early steps to settle the issue after taking to Administration. “If the Administration does not take any action within 10 days, we all will resign en mass,” the PRI members said collectively.
Talking to Andaman Sheekha later in the evening the Pradhan of Sivapuram Panchayat Mr. Arshed Waseem said that many other Pradhans of nearby village are also facing the same problem. “It seems that setting up of Assembly is the only solution to this problem as Panchayati Raj has become Officers’ Raj in Andaman,” Waseem added.
Passengers harassed, senior Citizens ill-treated at Mayabunder Jetty

Mayabunder, Apr 15: Due to alleged ill-treatment and biased attitude of the PMB and DSS staffs, stationed at Mayabunder jetty, the passengers are facing untold difficulties while boarding the ferries.
Several incidents have been witnessed by the general public when women and senior citizens were ill-treated by the staffs of DSS and PMB. Senior citizens with luggage are not allowed to take an assistant to carry their luggage to boat, which is berthed at a distance of approx. 200 Mts. from the main gate.
Whenever senior citizens demand an assistant to carry his/her luggage to the boat, the staffs allegedly mis-behave with them and ask them to carry their luggage by their own. Though the check-in and sailing time, has a gap of 2 hours as per the tickets but the real practice of the staff concerned are contrary to the norms as the passengers are allowed to check in, only 15 Minutes prior to the sailing time.
The irony in this is that no visitors or assistants other than the officers with their family on their evening walk or the kith and kins of the jetty staffs are allowed inside the main gate during the sailing time. Officers concerned should look into the matter and take necessary measures to ensure a safe and happy journey for the passengers, including senior citizens.
Delay in release of salary upsets MGGC lecturers

Mayabunder, Apr 12: It’s a long wait for the Part-Time and Contract Lecturers to get salary from the Mahatma Gandhi Government College (MGGC) Mayabunder. Even today, on 12th Day of April 2012, the pay bills were not ready and as per the statement given by the cashier to the lecturers, it looks unlikely that payment will be cleared even in this week.
This clearly means that this month the file movement for payment will start again on 16 April 2012 and if everything goes well only by 20 April all part-time/contract lecturers will get their payment.
This will also mean that many of these lecturers will enter into their new year (Baishaki/ Pohila Boishak) with empty pocket.
While many allege that this delay is because of the lethargic attitude of MGGC office staffs, the office staff say that the delay is because “The Principal didn’t signed the pay bill yet.”
Whatever may be the reason the Lecturers of MGGC are going through huge psychological pressure because of this delay. Many are unable to pay the room rents, while many are unable to pay the dues in grocery shops.
According to report only in January and February 2012 the lecturers had received payment by 12th other than this since last five six months every months
When last time Andaman Sheekha had reported about this issue the Lt. Governor took immediate action and directed the college authorities to release payment for these lecturers on time, every month but clearly the orders are not being followed.
“As last time the Raj Niwas had interfered into this matter, the cashier often makes fun of us and teases us by saying DON’T WORRY LG WILL COME TO PAY YOU SALARY. We feel disgusted,” said a lecturer who does not want his name to be quoted.

Billyground, Apr 10: The lone ATM of Billyground is presently giving nightmares to residents of Billy Ground area. The ATM is not working since last one week but there has been no effort from SBI to rectify the fault. As there is only one ATM in the region people are having a horrible time, many had to go to Rangat and Mayabuder to withdraw money but sadly the ATM of Mayabunder also often remain out of service.
Electricity Department’s Nimbudera JE Office needs urgent attention

Nimbudera, Apr 08: The Electricity Department’s Junior Engineer Office at Nimbudera should probably be made one of the tourist destinations as the office has all potentials to leave visitors spell bound and deeply shocked.
Due to total negligence and lack of proper upkeep the JE’s office now wears a haunted look. The condition of the building is so bad that people fear that at any point of time the building may collapse, killing office staffs and general public.
Not only this, the office doesn’t have toilet block, which causes problems for staffs and general public. Moreover, the office also doesn’t have sufficient number of almirah, tables and chair, which makes it impossible to keep office documents under safe custody. One can see that crucial documents, including files are dumped here and there inside the office, all the time.
As there is no store room, adjacent of the JE office, there is always a threat of burglary as costly equipments of the department are mostly kept in open, near the office, even in night hours.
The said Junior Engineer Office, covers areas Basantipur Gram Panchayat, Harinagar Gram Panchayat and some parts of Swadeshnagar Panchayat and there is near about 1500 consumers and to attend their problems, there are only 15 staffs including 1 Chargeman, 2 Lineman, 1 Driver (Mazdoor) and remaining 11 Mazdoor.
With such limited number of staffs, one can easily guess what kind of service the JE office is giving to the region. Secondly, out of the 11 Mazdoors, 4 mazdoors discharge their duties in the office of the JE and out of these four mazdoors only one is male.
It seems that the said JE office needs urgent attention. The building needs urgent renovation and the office required a store room immediately. If nothing is done tomorrow someone will run away will also costly equipments of the department and important files, leaving behind just the board of Junior Engineer Office, Nimbudera.
Helpless farmer lives under constant threat over heavy rainfall

Billyground, Apr 04: This is a perfect example, how negligence of APWD is causing great inconvenience to general public, especially in remote villages. In Billyground a farmer is living under constant fear of wrath of heavy rainfall, as he knows that this time heavy rainfall will surely cause flood like situation around his house and damage his house.
Infact since last 40 years the farmer is facing the same problem of inundation of his area by stagnant rain water.
The house of the farmer, Bhadrakanta Biswas, is located near Billyground Bazaar and close to his house there is a culvert. During rainy season all the rain water flows through the culvert and often over the land of the farmer, and cause flood like situation.
In past the farmer Bhadrakanta Biswas has made several complaints and after nearly 40 long years his prayers were heard recently.
Few months back he saw that APWD has started the work for construction of CC Drain near his house, so that during heavy rain the excess rain water does not enter his area.
But to his dismay he found that only after few days of digging earth, the work was stopped by APWD contractor. Now the situation has become further bad for the farmer, as during rain water more rain water will flow towards his house and in case of heavy rain the rain water may even sweep away his house.
Now the helpless farmer, Mr. Bhadrakanta Biswas and his son is living under constant fear that in case of heavy rain their house will be surely get inundated in rain water.
When Andaman Sheekha’s North and Middle Andaman Correspondent enquired into the matter, it was learnt that the work was stopped as sufficient quantity of cement was not available with APWD at Billyground.
Now the question is why for the mistake of APWD and its contractor, poor farmers should suffer? When the APWD knew that sufficient quantity of cement was unavailable in Billyground area, why the work of digging earth was started, making the situation more dangerous for residents?
Before this monsoon the APWD must look into the matter and complete the culvert construction work before someone fall victim of the wrath of heavy rainfall.
Man chops off his own hand

Diglipur, Apr 05: Mr. Ranjit Mondal, a resident of R K Gram Diglipur today chopped off his left hand from wrist for reasons, which is still not clear. According to report Ranjit, 36 year old, had tried to cut his neck with a knife at Kali Mandir. According to reports he was found roaming on road holding his chopped left wrist in right hand. A police jawan who spotted him roaming on road later admitted in PHC Diglipur for medical care. According to police sources he is a drug addict.
