Port Blair, Sep 6: Mr. K.G. Das, Secretary, CPI (M), Andaman and Nicobar Islands in his letter addressed to the Lt. Governor, Andaman and Nicobar Islands has informed the administrator about the denial of the upgraded Pay under Part B of the CCS (Revised Pay) Rules, 2008 while implementing the recommendations of the Sixth Central Pay Commission for the teaching fraternity of these Islands consisting of employees working as Headmasters, Physical Education Teachers, Librarian, Craft Instructor, etc.
Mr. K.G Das further informed the administrator that more than 900 teachers and miscellaneous teachers like Headmasters, Physical Education Teachers, Librarian, Craft Instructor, etc. who were always treated at par with the Post Graduate Teachers or Graduate Trained Teachers, as the case may be, have been denied of the upgraded Pay under Part B of the CCS (Revised Pay) Rules, 2008 while implementing the recommendations of the Sixth Central Pay Commission. The above categories of teachers and miscellaneous teachers working in all other Union Territories including Delhi, Navodaya Vidyalayas, Kendriya Vidyalayas, etc. were given the Part B upgraded Pay.
He further informed him that the affected teachers and Service Associations functioning among the teachers have been pursuing the said matter with the A & N Administration and Govt. of India but nothing good in this regard has happened so far.
He also wrote to him that the Island Special Duty Allowance is not being given to the teachers during summer vacation even though nothing is mentioned in the orders of the Govt. of India on ISDA about denial of the same during summer vacation. Nearly 5000 vacation staff are denied of this allowance for two months due to misinterpretation of the orders by the A & N Administration and sheer neglect shown by the UPA-II government at the centre.
He further wrote that it is really ironical that the UPA government-controlled A & N Administration is celebrating Teachers’ Day while denying the legitimate benefits of the teachers and informed him that both the above issues are unnecessarily sent to Govt. of India by A & N Administration and as usual, these issues are kept in the cold storage of the Ministry of Finance, Ministry of Human Resource Development and Ministry of Home Affairs for the last 3-4 years and added that the CPI (M) condemns such indiscriminate attitude on the part of the UPA government at the Centre towards the teaching community of these Islands.
He also added that the A & N Administration is holding parleys with higher officials in the Home Ministry on various pending issues of these Islands, the above two issues which affect thousands of teachers, are not even included in the pending issues submitted to the Govt. of India by the administration.
Mr. K.G Das further requested the Lt. Governor to look into the mater personally and make all-out efforts to ensure that the teachers working in the Education Department of these islands are extended the benefits of Part B pay and ISDA during summer vacation as denial of the same to them cannot be justified.
